<br /> At a Regular Meeting of the City Council held on Tuesday,
<br />December 12, 1995, there were present:
<br />
<br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, Bernard
<br />D. Griffin, Sr., James C. Hawks, James T. Martin, Cameron C.
<br />Pitts, P. Ward Robinett, Jr., Ronald W. Massie, City Manager, G.
<br />Timothy Oksman, City Attorney.
<br />
<br /> Aisha Lane, 9th grade student, New Directions Center,
<br />opened the meeting with a reflection on the value of education
<br />in today's society, which was followed by the Pledge of
<br />Allegiance to the Flag.
<br />
<br /> Mayor Webb called the meeting to order and welcomed all in
<br />attendance.
<br />
<br /> Motion of Mr. Pitts, and seconded by Mr. Clemons, to
<br />approve the minutes of a Called Meeting on November 27, 1995; a
<br />Called Meeting on November 28, 1995; and a Regular Meeting on
<br />November 28, 1995, and was adopted by unanimous vote.
<br />
<br />95-541 Presentation to the Fire and Police Departments, on
<br />behalf of the Ruritans, by Councilman Bernard D. Griffin, Sr..
<br />
<br />95-542 Presentation to Johnna R. Whitaker, Deputy City
<br />Manager, for receiving the Certificate of Achievement for
<br />Excellence in Financial Reporting for fiscal year ending June
<br />30, 1994.
<br />
<br />95-543 Presentation of special pins to newly appointed Boards
<br />and Commissions members.
<br />
<br />95-544 Non-Agenda Speakers
<br />
<br />1. Louis Turner, 127 Oregon Avenue, spoke in opposition to the
<br />temporary closure of the Waterview causeway.
<br />
<br />2. Daryl Beasley, 506 Shenandoah Street, spoke in support of the
<br />temporary closure of the Waterview causeway.
<br />
<br />3. Jim Hall, 418 Rockbridge Road, spoke in support of the
<br />temporary closure of the Waterview causeway.
<br />
<br />4. Louis Whitehead, 4415 County Street, spoke on several issues
<br />of concern on Dartmouth Street and the speed limit on King
<br />Street.
<br />
<br />5. J. Brewer Moore, 308 Bobby Jones Drive, spoke on a need for a
<br />1996 resolution to establish a Blue Ribbon Task Force on merging
<br />Norfolk and Portsmouth.
<br />
<br />6. Robert Hucks, 921 Bold Street, spoke on complaints concerning
<br />the Ebony Showcase pertaining to noise level.
<br />
<br />95~545 - Motion by Mr. Hawks, and seconded by Mr. Pitts, to
<br />appoint Monte Martin as a Deputy City Clerk, and was adopted by
<br />the following vote:
