328; <br /> <br />December 12, 1995 <br /> <br /> BE IT FURTHER RESOLVED, that the Council of the City of <br />Portsmouth, Virginia, opposesaltering accounting rules or <br />changing other procedural or budget rules as a substitute for <br />honest deficit reduction; and <br /> <br /> BE IT FURTHER RESOLVED, that the computation of consumer <br />price inflation, which is overstated by the current. Consumer <br />Price Index, should be revised to reflect true inflation; and <br /> <br /> BE IT FURTHER RESOLVED, that the Council of the City of <br />Portsmouth, Virginia, strongly opposes de-entitling or block <br />granting of Medicaid unless and until the President and <br />bipartisan Congressional leadership have appointed a bipartisan <br />commission, with equal representation from all three levels of <br />government, to analyze the primary and secondary impacts of <br />changes to the Medicaid program and have proposed measures to <br />help control the rate of growth of Medicaid spending in ways <br />that do not shift burdens to any other level of government; and <br /> <br /> FINALLY, BE IT RESOLVED, that any structural changes in <br />federal programs implemented for deficit reduction must allow <br />for an adequate transition period. Cities should be a full <br />partner with states and the federal government in this <br />process." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />95-553 Letter from the City Manager recommending adoption of <br />a resolution to appoint viewers for the closure of all the <br />streets in River Edge. <br /> <br /> "Portsmouth Partners of Virginia has filed application for <br />the closure of streets in the River Edge Apartments complex. <br />All the streets located within the boundaries of the complex <br />are to be closed. New right-of-ways will be dedicated upon the <br />recording of the subdivision plat. The Notice of Application <br />and Request for Viewers has been advertised. <br /> <br /> I, therefore, recommend adoption of a resolution <br />appointing viewers for this application." <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Griffin, <br />adopt the following resolution, and was adopted by the <br />following vote: <br /> <br />to <br /> <br /> "A RESOLUTION APPOINTING VIEWERS TO THE CLOSURE OF STREETS <br />AND PORTIONS OF STREETS ON THE PROPERTY OF RIVER EDGE <br />APARTMENTS (BARLOW PLACE). <br /> <br /> ~THEREAS, Portsmouth Partners of Virginia has made <br />application to vacate, close and discontinue the hereinafter <br />described streets or portions of streets, and it appearing that <br />Notice of Application and Request for an appointment of viewers <br />has been advertised as required by law. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that Roy Leinart, Robert McCurdy, <br />Robert Reed~ Harrison Miller and Thaddeus J. Lawrence be <br />appointed viewers and that Lester B. Harrington and Cornelius <br />Harding~ Jr.~ be appointed alternate viewers in the event one <br />of the preceding viewers fail to participate, said viewers to <br />view the hereinafter described street, lanes and alleys, and <br />report to this council whether in, their opinion, any, and if <br />any what, inconvenience would result in vacating and closing <br />the following: <br /> <br /> <br />
