<br />tion of public utility rates which I recommended, was forwarded to the State Corporation
<br />mission and to the League of Virginia Nunicipalities, a s required in the resolution. Commis-
<br />sioner Hooker, of the State Corporation 0ommission, acknowledged receipt of the resolution,
<br />and Mr. Wallerstein, forwarded-copies of the resolution to all members of the League of Vir -
<br />ginia Nunicipalities under date of january 26th, 1933o
<br /> The president of the Virginia League of Nunicipalities called a conference
<br /> on February 10th, at the Richmond hotel in Richmond, of such municipalities as would send
<br /> representatives to consider what joint action the cities and towns should take in the inves-
<br /> tigation as to electric rates ~ecently ordered by the State Corporation Commission.
<br /> I attended, this conference, which was attended by representatives from sev-
<br /> eral cities throughout the State. After discussing the investigation recently ordered by the
<br /> State 0orporation Commission, the League adopted two ~resolutions to be sent to the state
<br /> potation Commiss ion.
<br /> The first resolution asked the State Corporation Commission to revise the
<br /> scope and character of its investigation of the state's three 1-argest electrical power com-
<br /> panies to include the valuation of- the companies, so as to furnish a complete basis for rate
<br /> determination and to oermit the League to have their representative participate in the inves-
<br /> tigation which has be~n ordered by the Commission.
<br /> The second resolution was similar to the one adopted by you on January 24th,
<br /> 1933, which requested the Commission to arrange for an immediate investigation of all public
<br /> utility rates. I- presented the second resolution and it was unanimously adopted by the League.
<br /> I also sewed on the committee that prepared the first resolution.
<br /> From the discussion at the conference, it is evident that there is an urgent
<br /> demand on the part of a large number of citizens throughout the State for an immediate inves-
<br /> tigation of all public utility rates."

<br /> The difference between the cash receipts and cash disbursements applicable to the General Fund
<br /> for the year 1932, exclusive of receipts and disbursements from bonds, loans and loss, shows
<br /> the disbursements were $211,351.8~.mQre than ~eceipts. This amount was paid from proceeds
<br /> from bonds sold and revenue loans.
<br /> The uncollected taxes on December 31st, 19.31 amounted to $?s9,969_,40, and, en
<br /> Decem.bar 31st, 1932, after writing off %u~cellectibl. e taxes ~n t.he amount of $91~996~35~ were
<br /> $729,~5Y.60. If it had not been for the uncollectible taxes w~ztten off, our u~collected~ taxes
<br /> would have increased during the year 193~, approximately $90,000.00."
