<br /> Minutes of regular meeting held January 24th, were read and approved.

<br /> The following communications from the City Manager were read:

<br /> let - wi herewith submit the following ordinance, the adoption o£ which is recom-
<br />mended: 'An Ordinance Imposing and Collecting Taxes on Real Estate, Tangible Personal Pro-
<br />perty and Machinery within the Limits 'of the City of Portsmouth, Viro~inia, for the Purpose
<br />of Raising Revenue for the Support of the Government and the Public Free Schools and to Pay
<br />In~erest and Sinking Fund ~n the Public Debt for the Year Beginning Januar~ l, 1933."
<br /> The only difference between the rates proposed in this ordinance and those
<br />now in effect, is in the tax rate cn machinery and tools of trade, which is twenty cents,
<br />instead of $2.65 On the hundred dollars. This change will result in a decrease in anticipated
<br />revenue on machinery and tools of trade of approximately $3,000o00 per year. I feel that the
<br />reduction should be made in order that we will have an equal chance with 'Norfolk in competing
<br />for new business. Norfolk's rate is twenty cents. I believe the benefits to be derived from
<br />the reduced rate will more than offset the loss in revenue.,

<br />OF THE CITY OF PORTSMOUTH, VIRGINIA, FOR THE PURPOSE OF
<br />RAISING RETENUE FOR THE SUPPORT ~0F THE GOVERB-~ENT AND OF
<br />THE PUBLIC FREE SCHOOLS AND TO PAY INTEREST AND SINKING

<br /> 2nd - "A~rangements have been completed for using the Relief L~an from the Recon-
<br />st~ction Finance Corporation. This fund will permit the employ of approximately eno hundred
<br />(100) men for the next sixty or seventy five days.
<br /> The previsions of this loan require the City to stan~ the eXPense of all
<br />~upervis~ion used in directing these forces, also the cost of all materials and tools used by
<br />them.
<br /> The supervision, materials and tools used during the first thirty days will
<br />amount ~o approximately hine hundred doilars ($900,00), and as this was not provided for in
<br />the I933 budget, a special appropriation is requested of nine hundred dollars ($900.00) for
<br />R.F.C.~cOe~ offu~s.stzper~ision, materials and tools used ~n the work done by force to be paid from the

<br />patrolmen to Lieutenants.
