At a regular meeting of the City Council held February lh~th, 1933, at 8:00 P.M. <br />there were present: , <br /> <br /> Vernon A. Brooks. Leslie T. Fox, W.R. Hutchins, Arthur Mayo, S.B. Moore, j. Alden <br /> Oast, Archibald Ogg - ?. <br /> Also the City Manager. <br /> <br /> Minutes of regular meeting held January 24th, were read and approved. <br /> <br /> The following communications from the City Manager were read: <br /> <br /> let - wi herewith submit the following ordinance, the adoption o£ which is recom- <br />mended: 'An Ordinance Imposing and Collecting Taxes on Real Estate, Tangible Personal Pro- <br />perty and Machinery within the Limits 'of the City of Portsmouth, Viro~inia, for the Purpose <br />of Raising Revenue for the Support of the Government and the Public Free Schools and to Pay <br />In~erest and Sinking Fund ~n the Public Debt for the Year Beginning Januar~ l, 1933." <br /> The only difference between the rates proposed in this ordinance and those <br />now in effect, is in the tax rate cn machinery and tools of trade, which is twenty cents, <br />instead of $2.65 On the hundred dollars. This change will result in a decrease in anticipated <br />revenue on machinery and tools of trade of approximately $3,000o00 per year. I feel that the <br />reduction should be made in order that we will have an equal chance with 'Norfolk in competing <br />for new business. Norfolk's rate is twenty cents. I believe the benefits to be derived from <br />the reduced rate will more than offset the loss in revenue., <br /> <br />f o llow lng <br /> <br /> In this connection, Mr. Hutchins, motion to place on its first <br />ordinance, was adopted, and by t~e following vote: <br /> <br /> Ayes - Brooks, Fox, Hutchins, Mayo, Moore, 0asr, Ogg - <br /> <br /> Nays - No~e. <br /> <br />reading, the <br /> <br />"AN ORDINANCE IMPOSING AND COLLECTING TAXES ON REAL ESTATE, <br />TANGIBLE PERSONAL PROPERTY AND MACHINERY WITHIN THE LIMITS <br />OF THE CITY OF PORTSMOUTH, VIRGINIA, FOR THE PURPOSE OF <br />RAISING RETENUE FOR THE SUPPORT ~0F THE GOVERB-~ENT AND OF <br />THE PUBLIC FREE SCHOOLS AND TO PAY INTEREST AND SINKING <br />FUND ON THE PUBLIC DEBT FOR THE YEAR BEGINNING JANUARY <br />!st, 1933. ~' <br /> <br /> 2nd - "A~rangements have been completed for using the Relief L~an from the Recon- <br />st~ction Finance Corporation. This fund will permit the employ of approximately eno hundred <br />(100) men for the next sixty or seventy five days. <br /> The previsions of this loan require the City to stan~ the eXPense of all <br />~upervis~ion used in directing these forces, also the cost of all materials and tools used by <br />them. <br /> The supervision, materials and tools used during the first thirty days will <br />amount ~o approximately hine hundred doilars ($900,00), and as this was not provided for in <br />the I933 budget, a special appropriation is requested of nine hundred dollars ($900.00) for <br />R.F.C.~cOe~ offu~s.stzper~ision, materials and tools used ~n the work done by force to be paid from the <br /> I will advise la, er the additional amount that will be necessary t~ defray <br />the cost of supervision, ~at%rials and tools for the remainder ef this work. The total ex- <br />pense te the city will not exceed $2,000.00." <br /> <br /> Motion of Mr. Ogg te appropriate $900.00 for said purpose was adopted, and ~ <br />by the following vote: <br /> <br />Ayes -Brooks, Fox,.Hut~chins, Mayo, Moore, Oast, 0gg - ,7- <br />Nays - None. <br /> <br /> 3rd.- "Advising of the employment of Miss Ivy Lee Cooke as stenographer-clerk in <br />his office, effective February let, 1933.~ <br /> <br /> On motion, same was ordered filed. <br /> <br /> tth - "The following substitute polio& officers were d~opped from the roster Jan- <br />uary 30th, 1933, for the good of the service: V.E. Plunkett, H. E. Bryant, G.H. Baldwin. I <br />also dropped Truitt Bonneyts name from the roster as he is now regularly employed in the Wa- <br />ter Department." <br /> On motiSn, ordered filed. <br /> <br /> 5th- "Please ~e advised that the following were appointed to the regular police <br />force, effective February 1st, 1933: J.C. Peavy,_W.T. Johnston, L.0. Ellis. <br /> Mr. Pea~y was appointed stlhs~itute ~3oliceman FebrGary 13th, 1931; Mr. John- <br />sto~ was appointed substitute policeman j~y 20th, 1931; Mr. Ellis has for some time been <br />employed as Deputy 0ity Sergeant., <br /> <br />On motion, ordered filed. <br /> <br /> 6th - "Please be advised that the f611owing promotions were made in the Police <br />Department, effective February let, 1933: L.C. Warren, J.H. Hewitt and A. Lassite=, Jr. <br />~ere promoted from patrolmen to Sergeants. O.B. Dunn and T.A. Talbot were promoted from <br />patrolmen to Lieutenants. <br /> <br /> <br />
