Febru~ry 28th, 19~. <br /> <br />those mentioned in my letter of January 2$th, who were relieved from service as of December <br />31st, 1932 due to the reduced budget for 1933 and the five relieved from duty in the police <br />Department, and it is my recommendation that the following payments be made in order to <br />low for thirty days pay from the' time they were' officially advised that their positions were <br />abolished: <br /> George A. White $ 9~.O.0 <br /> Miss Elizabeth Wingfield 73.34 <br /> Mrs. Addie B. Johnson ~.16 <br /> H.S. Hart <br /> <br />Total $ 308.50 <br /> <br /> Mr. Hart's time is arrived at by allowing him twenty days pay less the amount <br />earned by him as substitute fireman during the first twenty days of January. As explained in <br />my letter of January 2$th, Mr. M.L. Parker is b~ing employed temporarily as an inspector in <br />the Engineering Department. Mr. D.T. Ballentine has been given another position in the Engi- <br />neering Department. Miss Minn~ Williams was furloughed at her request. Mr.' W. T. Brown will <br />be given temporary work for three or four months and Mr. J.M. Broughton was paid' for one month <br />after he was relieved. The others mentioned in my letter of January 24th were relieved from <br />Service for cause, s~ <br /> <br /> Motion of Mr. Ogg to. appropriate the sum of $308.50 to make said payments was adopt- <br />ed, and by the following vote: <br /> <br />Ayes - Brooks, Fox, Hutchins, Mayo, Moore, Oast, Ogg - <br /> <br />Nays - None. <br /> <br /> 6th - "We have two old school buildings in a delapidated condition which are un- <br />slghtly and dangerous Lu their present condition. One is on Lincoln and Elm Streets, and the <br />other on Glasgow Street. In view of the condition of these buildings I ~ecommend that the <br />buildings be sold an~the ground cleared and used as playgrounds for children. <br /> These buildings are in such condition that they can not be used and their <br />removal will greatly improve appearances in these localities and the grounds are very much <br />needed for playgrou~%s. I believe that sufficient can be realized from sale of the mater- <br />ials to pay the cost of clearing and fixing these lots for playgrounds.~ <br /> <br />Motion of Mr. Fox to concur in the Manager's recommendation was ~dopted. <br /> <br /> 7th - "There has come to my attention several abandoned pieces of property where <br />the buildings are in a delapidated state, and upon which no taxes have been paid for several <br />years. This property is assessed upon the Land Book~ of the 0'ity as foll~ws: <br /> <br />John E. Rapelye - Lots 2-4-6-8-10-12-1~-16 and 18, Blk. <br /> $1500 to 1530 0amden Avenue. ~ <br />Oatherine J. Bailey E~'~at'e--~ 617 Harrison Street. <br />J~D. ~inlaw - Lot ~5~ - $1818 Maple Avenue. <br /> <br />L <br /> <br /> The taxes hpon the last three pieces are' as much, or more, than the property <br />is worth and I think it should be soI~ to ~he highest bidder. The taxes on ~he Rapelye and <br />Oakes~ property amount to the respectmve sums of $I,095.~ and $51~.21. ~ Thms property should <br />be sold and if it does not sell for a sufficient amouut to pay the taxes, I recosmend that. the <br />O ity purchase it, as it can be used to good advantage for playground p~rposes. I therefore <br />r~quest that the Oit~ ~t~orney be dir'ec~ed ito institute chancery proceedings forthe sale of <br />this property." <br /> <br />Notion of Mr. Brooks to concur in the Manager's recommendation was adopted. <br /> <br /> 8th - "For your information, I wish to advise that the Oity Collector has been in- <br />structed ~ud is now preparing a statement that Will shOW the names of all individuals and com- <br />panies owing taxes and the amount of tax~s owed by years. It will take some little time to <br />prepare this statement and when prepared, a cody will be supplied the Oouncil <br /> I feel that this statement Will be useful and helpful in~ stimulati~ the <br />collection of back t~xes." <br /> <br />On motion o~lered filed. <br /> <br /> 9TJm- "I~ checking the Oity 0ollector's office, preparat$r~ to the starting of Mr. <br />A.E. P~s~v. ker...as Oity 0ollecto~, the Oity Auditor finds, according to the records in the 0otlec- <br />tot's office, that several t~xpayers were permitted to PaY their 1~32 taxes after December ~th, <br />1932 without paying the interest aud penalty prescribed by law on taxes that are not paid by <br />December 1st. We also find that several~ taxpayers paid some of theLr 1931 taxes during the <br />year 1932, some as late as November 1932, without paying the peo~lty and interest prescribed <br />by law for not paying the taxes when due. <br /> A check of the records in the 0cllector's office shows that the ~932 col- <br />lections included collections made on 193t taxes in the amount of $3,21~.09 on which no penal- <br />ties or interest were apparently collected. ~The penalty and interest on these taxes would <br />amount to approximately $338.00. The check murthe~ shows that from December yth, 1932 through <br />january 24th, 1933 that 19~2 taxes Were collected mn the amount of $16,161.86 without the pen- <br />alty and interest due thereon being collected. The penalty o~ these taxes would amount to ap- <br />prcximately'$850.OO. It is possible that some of the collections ~rom December 7th, 1932 <br />through December l~th, 1932 included some payments which were in the Collector's office prior <br /> <br /> <br />
