<br />Minutes of regular meeting held February 14th, were read_aud approved.

<br />The following communications from the 0ity Manager were read:
<br />
<br /> 1st - 'On the morniug of February 22nd, about 10:20 o'-clock, Assistant 0hief of
<br />the Fire Department, Mr. L.P. Sla%er, was answering a Pulmotor Call for 3~t Douglas Avenue
<br />and had an accident at the intersection of High Street and First Avenue, by colliding with
<br />a car driven by a Mr. Berlin, who resides at number 1042 Redgate Ave., Norfolk, Va.
<br /> Assistant~0hief Slater was accompanied by Messrs. E.M. Richardson, W.E. Kelly,
<br />0.B. Armstrong, O.0. Floyd, W.W. Alexander and J. G. Green of the Fir~ Department. 0hief Sla-
<br />ter and the firemen were severely injured. However, I am glad to report that they are all
<br />getting along nicely and it does not appear that any of the~ injuries will prove fatal.
<br /> I am having a complete investigation made of the acoident,~and will report la-
<br />ter results of my investigation and the handling of this accident.'

<br /> 2nd - ~I have the following letter from Mr. N. Vo Pearson, Supervisor~of Norfolk
<br />County, dated February 28th:
<br /> .'The sanitary condit~ions in rear of the 0ounty Clerk's office are in such
<br />bad condition that the Board of Supervisors ef Norfolk 0ounty has instzuoted a committee to
<br />look into remedying same. We were instructed to obtain plans and specifications and esti-
<br />mates on a public comfort station which would be necessary to take care of white women, white
<br />men and colored women and colored men~ As you no doubt know, this will be a public comfort
<br />station which will be for the use of both citizens of the Oounty and also of the 0ity of
<br />Portsmouth, and will be of far greater use and benefit to the 0ity ~han to the County. This
<br />committee was instructed to confer with officials of the City of Portsmouth in reference te
<br />the City joining with the 0ounty in building a public comfort station that will suit condi-
<br />tions. The residents of Queen Street are complaining of conditions now, and w e are anxious
<br />to remedy this matter. Tentative plans and estimates we have received show that the cost
<br />will be not to exceed $~,200. for plans approved by your plumbing inspeoto~.'
<br /> I have discussed this with Mr. Pearson and in view of ~he ~us~itary condi-
<br />tions in the present comfort station, and the needs for a central public comfort station, I
<br />recommend that the 0ity participate in the cost of constructing the public comfort station
<br />proposed by Norfolk 0ounty with the understanding as agreed ~o by M.r. Pearson that the City
<br />own one half of the building and that Norfolk 0ounty would stand the expense of the water
<br />used in the comfort station and would also s~and the entire cost of keeping the building
<br />clean.~

<br /> Motion of Mr. Fox to concur in the Manager's recommendation and to app=opriate
<br />$600.00 for same, was ad~pted, and by the following vote:

<br />Ayes - Brooks, Fox, Hutohins, Mayo, Moore, Cast, Ogg - ~.
<br />
<br />Nays - None.
<br />
<br /> 3rd - ' I am pleased to advise that the damage done to 2he Armory building in De-
<br />cember, 1932 has been repaired and the repairs and changes at the City Stable and garage
<br />have been completed, except a small amount of painting. The repairs at the Armory and the
<br />repairs mud additions at the stable and garage were made at a cost of approximately three
<br />hundred and fifty dollars in excess of the insurance collected, wh~h amount can-be taken
<br />care of in our budget.
<br /> The changes made in the stable and garage will permit a more economical
<br />handling of ~rucks, etc. and a more economical handling of repairs to trucks amd cars,,
<br />

<br /> ~th - 'I submit herewith an ordinance, the adoption of which is recommended, en-
<br />titled: 'An0rdinanoe Defining Ardent Spirits and Drunkenness, Prohibiting the Drinking of
<br />Ardent Spirits in Public Places, Drumkenness, and the Operating cf Automobiles, Cars, Trucks,
<br />Motorcycles, Engines, and Trains While Intoxicated, Providing Penalties Therefor and Taxing
<br />Costs upon 0onviction.'
<br /> The present ordinance was adopted on August 26th, 1924, and the changes em-
<br />bodied in the attached are necessary in order to conform ~o the State law. Since the origi-
<br />nal ordinance was adopted, various changes have been made in the State lawm and if our ordi-
<br />nance is to be effective, it must conform to the State laws."
<br />
<br /> In this connection the motion of Mr. Mayo to place the following ordinance on its
<br />first reading was adopted:
<br />
<br />"AN ORDINA/~0E DEFINING ARDENT SPIRITS A.ND DRU~fKENNESS, PROHIBITING
<br />THE I~INKING OF ARDENT SPIRITS IN PUBLIo PLACES, DRU~IS~E%INESS,
<br />THE OPERATING OF AUTOMOBILES, OARS, TRUCKS, MOTOROYOLES, ENGINES AND
<br />TRAINS WHILE INTOXIOATED, PROVIDING PENALTIES THEREFOR AND TAXING
<br />COSTS UPON CONVICTION."
