<br /> 'AN ORDINANCE DEFINING MILK AND ITS PROPERTIES, REGULATING
<br /> THE PRODUCTION AND SALE OF MILK IN THE CITY OF PORTSMOUTH,
<br /> AND PROVIDING PENALTIES FOR VIOLATION THEREOF,'
<br />
<br />the adoption of which is recommended, in order to correct this ordinance in line with recom-
<br />mendations made and adopted at the last meeting in connectio~ with the License Tax Ordinance."

<br /> Motion of Mr. Mayo to place the recommended ordinance on its first reading, was
<br />adopted.

<br />deeds and the proper official authorized to sign the deeds after they are drawn, in order
<br />that these sales can be properly recorded."

<br />Motion cf Mr. Moore to concur in the City Manager's recommendation was adopted.

<br /> 3rd - ~There is adjoining the property used for the ~ity incinerator a parcel of
<br />land, a little less than one acre, belonging to the Cooke Estate, which, in my ~pinion, should
<br />be acquired by the City for municipal purposes.
<br /> The northern port ion of the land is desirable for use in connection with the
<br />incinerate= and the southern per,ion of the land is desirable for the extension of Race St.and
<br />Laurel Ave. This property is assessed to Miss Virginia Gecko.
<br /> I~ view of the need for this land by the ~ity and the desire of Miss Gecko
<br />te dispose of the land, it is my recommendation that ~he City Attorney be authorized ~o offer
<br />Miss Cooke $300.00 fo= this land, ~nd in the event that the o~ners refuse this offer, that the
<br />City Attorney be instructed to immediately institute condemnation proceedings for the acquisi-
<br />tion of the property for the

<br /> Sth - The Manager reported regarding the request of the Luternationa! Brotherhood
<br />of Boiler Makers, Iron Ship Builders, Welders and Helpers, dated April $th, for endorsement ef
<br />theLr plan to secure compensation for the widow of the late Charles Quillen, that he had con-
<br />ferred with Mr. W.G. Nee, President of Portsmouth Lodge $57, International-Brotherhood of
<br />Boiler Makers, and that ~ir. Nee had advised that Charles Quillen~was i~jured in ths Norfolk
<br />Navy Yard on April 26th, 1919 a~d died on June 21st, 1931; he h~d worked continuously t~enty-
<br />two years and four months prior to his injury and left a widow and two daughters with a mort-
<br />gaged home. One of the daughters is now married. The United States ~ompensation ~ommission
<br />has recently declined oom?ensation or disability payments to Oharles Qui!len. Mr. Nee did not
<br />state the reason why the ~.S. Compensation G0mmission had declined co~oensation in this case.
<br />The Manager recommended that he be authorized to w~ite the letters requested by the Interna-
<br />tional Brotherhood of Boiler Makers, Iron Ship Builders, Welders and Helpers.
<br />
<br />On motion, the recommemdation of the ~ity Manager was concurred in.
