June 13th~ !933. <br /> <br /> 5th - "I received advice today on the telephone from Mm, Az~hur W. James, of the <br />State Emergency Relief Committee, that portsmouth ~had been granted $7,~65.59 from the Federal <br />Relief Fund recent~ly authorized by Congress. <br /> Mr. James advised that these funds', until further notice, should be used in <br />the same way as the R.F.C. funds which had been secured and used by Portsmouth. The City <br />Treasurer received check today for the sm~ount of $?,465.59 a~uthorized for Portsmbuth. The <br />· City is required to furnish supervision, use of tools and materials used by ~O~ces employed <br />with the relief funds. Therefore ~n order to provide supervision, materials and tools for <br />these forces, I request a special appropriation of $700.00 for this purpose." <br /> <br /> Motion of Mr. Hutchins to concur in the Manager' s recommendation and ~opropriate <br />$?00,00 for this purpose, w~s adopted, and by the following vote: <br /> <br />Ayes: Brooks, Fox, Hutohins, Mayo, Moore, Oast, Ogg. <br /> <br />Nays: None. <br /> <br /> .oth - We have on hand at th~s tmme emghty-z~ve G~ty of Portsmouth Water Bonds . <br />Nos. D 505 to 589 inclusive, amount $500,00 each, totaling $42,500.00. These bonds are date~ <br />December 1st, 1918, and are a part of the issue of $2,?00,000,00, dated December~lst, 1918, <br />for the purchase of the Mater Compauy properties. At the time these bonds were issued the <br />Water Oompany had $2,017,500.00 par value of bonds outstanding, for which we agreed to ex- <br />change City of Portsmouth Water Bonds for a like amount. <br /> There is now outstanding $42,500.00 of Portsmouth, Berkley & Suffolk Water <br />Bonds which we have been unable t o get exchanged, which is the reason for having $42,500.00 <br />of 0ity of Portsmouth Water bonds on hand. As the exchange period is oassed in accordance <br />with the terms of the agreement, it is my recommendation that the Oity-of Portsmouth Water <br />Bonds on hand, amounting to $42,500.00 be destroyed, as I do not think it advisable to keep <br />these bonds on hao~ due to the chance of loss, etc. It i~ my recommendation that you au- <br />thorize the destruction of these bonds by a committee composed of a representative from the <br />Oouncil, the City Clerk and Auditor and the City Attorney.. <br /> This matter was referred to the Oouucil on May 13th, 1929 by the City Clerk <br />and Auditor, with recommendation that these bonds be destroyed. You referred the City Clerk <br />and Audito~r's letter to the City Attorney, who advised under date of ~{ay 28th, 1929, that it <br />would be advisable to cancel these bonds as a matter of safety, which letter was laid on the <br />table., <br /> <br />Motion of Mr. Moore to concur, was adopted, and by the followio~ vote: <br /> <br />Ayes: Brooks, Fox, Hutchins, Mayo, Moore, 0asr, Ogg. <br /> <br />Nays: None. <br /> <br /> 7th - "Ih ave been handling with the Virginia Electric and Power Company and the <br />Chesapeake and Potomac Telephone Oompany for a reduction in electric and telephone rates in <br />Portsmouth. In view of the decrease in the cost of labor and materials since electric and <br />telephone rates were fixed as no~ char~ed, I feel that these rates should be reduced and that <br />the City should receive a larger percentage of the gross recei-pts from buses for the use of <br />the streets. <br /> In order that the negotiations in this matter can be carried on to the best <br />advantage, I request your ~oproval of and authority to continue the negotiations, together <br />with the Oity Attorney. <br /> The State 0orporation 0ommission is now investigating electric rates, and <br />f~om the info,marion I h~e, it appears they will be several months completing the investiga- <br />tion. So far as I know, the State Oorporation Commission is doing nothing about adjusting <br />telephone rates. If any reductions can be made in electric or ~elephone rates, they should <br />be made at an early.date and not postponed for a year or more. Unless arrangements can be <br />made whereby suoh~important matters can be adjusted within a reasonable time, I suggest that <br />we give serious consideration to taking over and operating the utilities., <br /> <br />Motion of Mr. Fox to concu~ in the recommendation of the Manager. <br /> <br /> N.y. Brooks offered an s~mendment to the motion that the City Manager and City Attorn~ <br />be authorized to continue negotiations with the Virginia Electric and Power Gomoany and the <br />Chesapeake and Potomac Telephone Company. No second. ~ <br /> <br />Vote being taken on Mr. Foxes motion, same was adopted. <br /> <br /> 8th - "It is with deep regret that I advise of the death of Dr. J.G. Phillios City <br />~Physician, on Friday, June 9th, 1~33~ - ' <br /> Dr. Phillips D~s been City Physician since February 19th, 1918, with the ex- <br /> ception of a short period during 1924. He has served the City faithfully and efficiently and <br /> his passing will, in additio~ to being a great loss to his f~mily and many friends be felt by <br /> the entire community. ' <br /> I request your authority to pay Dr. Phillips' salary for the mer~th of June, <br /> 1933.· <br /> <br />Motion of Mr. Moore to concur in the recommendation of the Manager was adopted. <br /> <br /> ~th - "I have today assigned ~o th'e Director of ~ubtie Welfare the duties of the <br />Physician to the Poor. I sm relieving t~e Director of Public Welfare of his duties of super- <br />vision and looking after the City Park and Cemeteries ~nd removal of night soil except that <br />pa{t pertaiuing to sanitary conditions. By relieving Dr. Roper of these duties he can, in my <br />opzuion, take over an~ properly administer theduties of Physician to the Poor. <br /> <br /> <br />
