Alden <br /> <br />Minutes of regular meeting held May 23rd, were read and ~oprovedo <br /> <br />The following commtuuications from the City Manager were read: <br /> <br /> 1st - ~As re~uested by you on May 23rd, I have considered the Guestion of reftmdLng <br />to officers and enlisted personnel of the United States Navy, Army or Ma~ine Corps the unused <br />portion of city automobile license tax, when such officer or enlisted man is ordered by the <br />Navy or War Department of the United States to leave portsmouth. As the officers'and enlisted <br />personnel of the Navy, Army and Ma~ine Corps are subject to orders at any time and receive <br />such orders on short notice at times, I can See no object ion to refunding such person any un- <br />used portion ~f their automobile license tax. Therefore, I recommend the~adoption of the <br />following resolution, the form of which has been approved by the City Attorney: <br /> 'Be it Resolved by the Council of the City of Ports- <br /> mouth, Virginia, That the City Manager be and he is <br /> hereby authorized to refund to an~ officer or enlisted <br /> person in the Uhited States Navy, Army or Marine Corps <br /> who has obtainedand paid an autOmobile license te~ to <br /> the City of portsmouth and who has been ordered by the <br /> Navy o~ War Department of the United States to leave <br /> the local stations ar~ who no longer keeps his automo- <br /> bile in the City of Portsmouth and its vicinity, the <br /> pro-rata portion of the license tax paid by such p~rson <br /> from the date of the removal of such automobile from <br /> the City until the end of the tax yea~. But, before <br /> making any such refund, the license plate held by s~y <br /> such. person shall be delivered to the City Collector <br /> and Naval or Army orders shall be exh'ibited to th~ <br /> said Collector or to the City Manage~. <br /> Be it Further Resolved, That an appropriation of One <br /> Hundred ($100.O0) is hereby made for the purpose of <br /> making any such refunds during the balance of the fis- <br /> cal year.' <br /> <br />$100. <br /> <br /> Motion of Mr. Fox to concur in the recommendation~ of the Manager, <br />for said purpose, was adopted, and by the following vote: <br /> Ayes: Brooks, Fox, Hutohins, Mayo, Moore, Oast, Ogg. <br /> <br />Nays: None. <br /> <br />and appr op~ iate <br /> <br /> 2nd - . ~AS <br />nance, entitled: <br /> <br />requested by you on M~y 23rd, I have prepared and am attaching an e~di- <br /> <br /> "AN 0RDINANOE RELATING TO DOGS, N~KING IT UNLAWFUL <br />FOR DOGS TO RLE~ AT LARGE, AND PROVIDIa¥G FOR IMPOD'ND- <br />ING THE SAME.' <br /> <br /> This ordinance, if adopted, will provide su~fi¢ientregulations to prevent <br />dogs from becoming a nuisance in the City. Norfolk now has an ordinance similar to this. <br />The form of the proposed c~dinance has been approved by the ~ity Attorney, and I recommend <br />its adoption.~ <br /> <br />On motion of N~. Mayo, same was placed on first reading. <br /> <br /> 3rd - ~"As requested ~y you on May 23rd, I have prepared and am attaching an ordi- <br />nance.reducing water charges to domestic and industrial consumers ten Der cent and reducing <br /> <br />wates~ charges for ~ire hydrant_s from $55.00 to $50.O0 and fro~ $32.50 ~o $30.00 per annum <br />each, effective with all bills for water due on and after August 1st, 1~33. The ordinance <br />entitled: <br /> <br />is <br /> <br /> 'AN ORDINANOE TO AMEND AND RE-ORDAIN SUB-SECTION B OF <br /> SEOTION 309 AND SUB-SECTIONS B AND O OF SEOTION 312, <br /> OHAPTER 21 of the CITY 00DE AS AMENDED, RELATING TO <br /> 0HARGES FOR WATER. ~ <br /> <br /> The' form of the ordinance has been approved by the 0ity Attorney and Super- <br />intendent of ~ater Department and I recommend its adoption." <br /> <br />On motion of M~. Mayo, same was placed on f Lvst reading. <br /> <br /> 4th - "Taxes cn p~cper~y located at 308 North St., assessed on land books of the <br />City in the name of M.D. Ezstwood Es~mte~nd others, have not been paid since 1925. The <br />taxes now amount to $1,727.21. <br /> In view of the amount of taxes due and the condition of this property, I <br />reeommend that the City Attorney be directed to institute ohanoe~y proceedings for the sale <br />o£ this property and that the O ity bid the p~operty in if it does not sell for as much as <br />$1~255.OO. This arrangeme'~nt is acceptable to several of those interested in this estate and <br />it is the opinion of bothMr~ Barclay and myself that such a sale would be to the interest of <br />the Oity.~ <br /> Motion of Mr. Mayo to concur in the recommendatibn o£ the M~nager, w as adopted. <br /> <br /> <br />
