<br />We are to keep the budget balanced~ which I recommend be done, this or some other action is
<br />necessary. I have kept constantly in touch with receipts and expenditures and have endeavor-
<br />ed to keep expenses down to Such an extent that it would not be necessary to again reduce
<br />salaries, wages, schools, donations, and other items, but receipts have decreased faster than
<br />I have been able to reduce expenses,' except by a general reduction.,
