<br /> 1st - 'Your Oommittee appointed at the last meeting of the 0i~y CoUncil, respect-
<br />fully report that we met in the Office of the City 01erk and Auditor on this day a~ 12 o'clock
<br />M. and destroyed bY burning eighty-five City Bonds in denominations of $500~0 and aggregat-
<br />ing $42,500. with co~pons numbers ? to 60, both inclusive, issued on the 1st day of December
<br />191~, and entitled "Water Bonds" and-bearing consecutive numbers from D 505 to D 589, both
<br />inclusive. ~

<br /> ' The first six coupons, numbered 1 to 6 inclusive, had been~etached and were
<br />not in our possessioD, and according to the statement of the City Clerk and Audito~ had been
<br />previously canceled and destroyed. '

<br /> 2nd- 'Whereas on June 9th, 1933, Dr. J. C. Phillips was called from his earthly
<br />labors by Divine Providence, and whereas Dr. Phillips has served faithfully and efficZently
<br />the ~£ortunate of this City by rendering medical care to those in need, therefore:
<br /> Be it resolved, that the Council of the City of Portsmouth.in regular
<br />meeting assembled this 2~th day of June, 1933, does pay public tribute to the accomplishments,
<br />steadfastness and loyalty of this Officer, whose ministrations to the.afflicted brought him
<br />into intimate contact with hundreds of cur unfortunate citiz~ s, and:
<br /> Be it further resolved that a copy of these resolutions be spread on the
<br />minutes of this meeting and that a copy be furnished the family of the.decaased.

<br /> The followi~c Communication from the City Manager was read:
<br />
<br /> A comp~son of the cash receipts from January let through May 31st of this year
<br />with the same period of last year shows receipts for t~h~.s year decreased $34,3~1.00. If re-
<br />ceipts for the' balance of this year decrease in proportmon to the decrease during the first
<br />~ve monthe~ receip~.s for 1933 will be approximately $80,000~O less than they were in 1932.
<br />hen the 1933 budge~ was adopted, we anticipated qr forecast a decrease in re%enues of
<br />$56,000.00. If receipts continue to decrease for the remainder 9f this year as they did dur-
<br />ing the first five months, receipts ~or the year will be approxmmatety $2~,OO0.00 less ~han
<br />was provided for in the b6~get. As all of the anticipated receipts except about
<br />have been appropriated , expenses for the year will exceed the re~enue or income approximately
<br />$22,000.00, unless expenses are further reduced.
<br /> Expenses for the first five month,.of 1933 were $430,258.00. which is $57,759.oo
<br />less than for the same period of 1932. On tnms basis, expenses for 1933 will be approximately
<br />$138,000.OO less than they were for 1932, while the 1933 budget e~emses were approximately
<br />$1~8,000.O0 less than the 1932 budget expenses. This shows that this year's exnenses
<br />under the budget appropriations. - ~ ....
<br /> In order that expenses for the year will not exceed receipts, I propose to make
<br />the following reductions in salaries, wages and other expenses effective July let, for the
<br />balance of 1933.'

<br /> Ail expenses paid by voucher to be reduced as much as possible, Certain
<br />expenditures coming under this heading are fixed by law and can not be reduced, while other
<br />items can be reduced.
<br />
<br /> It is my further purpose to curtail, all possible consistent wi~h provid-
<br />ing sufficient s ervice to protect the health and welfare of the community, such services as
<br />garbage and trash collection, street maintenance, street improvements, etc.
<br /> Ail of the above mentioned reductions will produce a yearly decrease of
<br />approximately $3?,000.00 in the 1933 budget appropriatioms, of which approximately $16,000.O0
<br />can be realized during the last half of this year. With this saving of $1~,000&O0 and the
<br />saving I will make in the expense appropriations, I expect to be able to meet the additional
<br />anticipated deficit of $22,000.O0 in receipts. I propose to make similar reductions in the
<br />Water Department.
