<br /> Mr. Mayo presented the following ~eso!ution, which was adopted, and by the fol-
<br />lowing vote:

<br /> ,Whereas, it has come to the attentiom of ~he Oity 0ouncil
<br />of Portsmouth that the working hours of the civilian employees
<br />the Navy Yard, known as the Field Service emplgyees.of the Navy
<br />Department, wer~ reduced one day perWeek or 16~2/3~ in pay~ ef-
<br />fective August 6th,.1~33, in addition to the 15~ reduction ~n pay
<br />given all government employees effective April tst, 1933, and that
<br />the reduction effective August 6~h, 1933 was not applied to all
<br />government employees, but only to the Field Service employees of
<br />the Navy Department, we consider this an injustice to the Field
<br />Service employees of the Navy Department.
<br /> Whereas, the Field Service employees of the Navy Department
<br />have been, by the reduction in compensation and working days per
<br />weeE'effective August 6th, 1933, subjected to a total reduction in
<br />pay approximately double the percentage of reduction applied te all
<br />other govermment employees.
<br /> Whereas, this appears unfair, and inconsistent with the re-
<br />quest of the N.R.A., to all commercial and industrial employers to
<br />reduce working hours and increase pay in order to assist in the
<br />general recovery of, and establishment of better business through-
<br />out the country, and reduce unemployment.
<br /> Therefore, Be it Resolved, that it is the sense of the Coun-
<br />cil of~the Omty of portsmouth, Va., that the working days and com-
<br />pensation of the Field Service Employees of th~ Navy Departm?nt in
<br />the Fifth Naval District, as effective August 6th, 1933, sub,eot
<br />these employees to great hardship, are unfair as compared with the
<br />reduction applied to o~her government employees, and should be
<br />promptly adjusted and fixed on a reasonable basis.
<br /> It is ordered that a copy of this resolution be furnished
<br />the Hon. Claude A. Swanson, Secretary of the Navy, Hon. 0after
<br />Glass, Hen. Harry F. Byrd, and Hon. Oolgate W. Darden, with request
<br />Shat they use their good offices in bringing about a prompt
<br />fair adjustment of the working hours and compensation of the Field
<br />Service employees of the Navy Department of the Fifth Naval District.,
<br />
<br /> Motion of Mr. Mayo 'tha? the President of the Council be requeste~ te appoint a
<br />ommmittee of three from this body te co-operate with the Committee representmng.the Navy Yard
<br />employees or any other committees formed to assist in bringing about a fair adjustment of the
<br />working hours and compensation of the employees of the Navy Department in the Fifth Naval
<br />Distriet, w~s adopted. M~. Mayo, M~. Moore and Mr. Hutchins were appointed on said Oommittee.
