At a regular meeting of the City Council held September 12th, 1933, at <br />S:OO P.M~ there were present: <br /> <br />Vernon A. B~ooks, Leslie T.Fox, W. R. <br />J. Alden Oast, Archibald Ogg. <br />City Manager. <br /> <br />Hutchins, <br /> <br />Arthur Mayo, <br /> <br />Moore, <br /> <br /> Minutes of regular meeting held August 22nd and special meeting of A~st <br />29th were read and approved. <br /> <br /> Motion of Mr. Moore that we take from the table the resolution endorsing <br />Hon. E. T Humph~ies for State Highway Commissioner from ~uffolk District, was adopted. <br /> <br />On motion of Mr. Moore, the following resolution was adopted: <br /> <br /> ,WHEREA~, announcement has been made that a vacancy will <br />seen exiet on the State Highway Commission of Virginia, oc- <br />casioned by the resignation of Honorable I. Walke Truxton <br />of Norfolk, Virginia, therefore be it <br /> RESOLVED that the Council of the City of Portsmouth <br />hereby endorses and recommends, in event a vacancy exists, <br />Honorable E. T. Humphries, Member of the House of Delegates <br />from Norfolk County and the Ci~y of South Norfolk and res- <br />pectfully requests Honorable John Garland Pollard, Governor <br />of Virginia, to appoint Mr. Humphries to the position and <br />sets forth the followimg reasons for this requeat. <br /> 1. Mr. Numph~ies is a merchan~ and the largest farm <br />operator in Norfolk County and probably one of the largest <br />in the Tidewater section. He has been am outstanding success <br />in his own business operations which is ~mple proof of his <br />ability and good Judgment. He is the ranking member of ~he <br />Road' s Committee of the House of Delegates and has taken a <br />very active part in State ~read affairs and is thoroughly <br />conversant with the needs and operations of the Highway De- <br />par~ment. <br /> 2. Mr. Humphries represents a County which spent sev- <br />eral million dollars for road building before the State had <br />a Highway Department and his ideas are progressive but not <br />wasteful. <br /> 3- Norfolk County and its immediate environs contains <br />nea~ly YO per cent of the population of the Suffolk District <br />of the Highway -Department and an even larger percantage the <br />taxable values of that area. <br />For these a~d other reasons, this Council feels <br />that Mr. Humphries is the legisal successor of Major Truxton. <br /> RESOLVED further, that a copy of the above resolution be <br />sent to Honorable John Garland Pollard, Governor of Virginia. <br /> <br />and By the following vote: <br /> <br />Ayes: Fox, Mayo, Moore, 0asr, Ogg - 5. <br /> <br />Nays: B~eks, Nutahias - 2. <br /> <br />The following ce~m~m_~_~icatiome from the City Manager were read: <br /> <br /> 1st - ,The plans and specifications for the repaving ef 0ouuty Street <br />from the City Limits to Sixth Avenue, which is to be done by the State Highway Department <br />with Federal funds, are about to be forwarded to the Highway Department. These plans have <br />been gone over tentatively with the Highway Department and we u~derstand are satisfactory to <br />them. They are very amxieus to get ~his work started at am early date. This project is <br />ferred to and know~ by the State Highway Depar2ment as Project N.R.M. 1036. <br /> It is necessary to file with the State Highway Dspa~tment an agree- <br />ment setting forth that the City will maintain the project, after it is constructed, in a <br />satisfactory manner, ami will make ample pro~ision each year for such maintenance. A copy of <br />the proposed agreement is submitted herewith. I respectfully request that I be authorized to <br />sign the agreement for the City of Portsmouth." <br /> <br />Motion of M~. Fox that we concu~ in the City Managerls request was adopted. <br /> <br /> 2nd - ,The widening and rep~avlng of 0ommty street i~om the City Limits to <br />Sixth Avenue has been approved~y the State Highway Department ~s a project ~o be done from <br />funds made available u~der the National Recovery Act. This prosect is kaowm by the State <br />Highway Department as N.R.M. 103g. The requirements are that the City furnish the necessary <br />rights of way. In order that this roadway can be m~de thirty feet and a right of way fe~ty <br />feet supplied~ it is necessary that we acquire additional rights of way which will cost not <br />in excess of $2,000.00. These rights of way can be secured ~n the basis of the p~esent <br />sessed valuation of the property and in one instance, the necessary right of way will be do- <br />nated. <br /> AS the State Highway Department proposes to widen the r~adway fou~- <br />teen feet, makinga thirty foot ~oadway from the City limits to Sixth Avenue, end to put in <br />necessary gutters amd drainage at a comt of approximately $65,000.00, I recommend that the <br />City acquire the necessary rights of wayfor this work; therefore red, est au appropriation <br />$2,000.00 for this purpose." <br /> <br /> <br />
