On mot ion ~ referred to the City Attorney. <br /> <br />The following letter from the Governor was read: <br /> <br />~Richmond, Va., Sept. 15th, 1933. <br /> <br />Nr. L. ~. Brinson, <br /> City Clerk, <br /> Portsmouth, Va. <br /> <br />Dear Mr. Brinson: <br /> <br /> I am in receipt of the resolution adopted by the Gity Council of Portsmouth under <br />date of September 12th.-~ <br /> I shall be very glad to give careful consideration~to the appointment of Hon. E.T. <br />Humphriss on the State H~ghway Gommission~ Please thank the ~ouncil for giving me their <br />views on the subject. <br /> With best wishes, I am, <br /> ~ord ially yem~s, <br /> <br />John Garland Pollard, <br /> <br />On motion, ordered filed. <br /> <br />The following letter was read: <br /> <br />"Portsmouth, Va., Sept. 25th, 1933. <br /> <br />To the Honorable a~uncil <br /> of City of Portsmouth, <br /> <br />Va. <br /> <br />Gentlemen: <br /> <br /> I (W.W. Lowe) have been a citizen of Portsmouth, Va. for near 20 years, have in the <br /> past been in business here in a small way, during most of these years up until the depression <br /> began, when it left me broke and penniless and now am iu real destitute oLrcumstances. <br /> I am now an old man, a semi-invalid, and am completely deaf; have been somewhat <br /> deaf for several years; it kept inoreas~mg until now I can ~ot hear at all. I am not receiv- <br /> ing charitable aid of any kind from any source whatever, though sm in such needy circumstances <br /> am net able to pay room rent or get enough food to live on. Have been in the past few months <br /> barely living by trying to sell a little ~mmage for various ladies and ehturch people, etc., <br /> and if given a fair chance could make a living in that way~ <br />Now the request to your Honorable Board is this, if you will grant me a permit to <br />sell rummage for a few weeks - say until Nov. 1st - I feel sure that by economy and hard liv- <br />.lng, I could pull through and be able to pay regular license from then on~ <br /> Gentlemen, I don't want to become a charity charge, but do want to do something for <br />myself that will at least help me to exist if not live; to,ant me this permit will enable me <br />to do that and will be more than appreciated. <br /> Yours truly, <br /> <br />W.
