present: <br /> <br />At a meeting of the City Council held September 26th, at 8:00 P.M., there were <br /> <br />Vernon A. Brooks, Leslie T. Fox, W. <br />J. Alden 0asr, Archibald Ogg. <br />City Manager. <br /> <br />H. Hut chins, <br /> <br />Arthu~ Mayo, S. B. Moore, <br /> <br /> Minutes of regular meeting held September 12th, were read and approved. <br /> <br /> The following communications from the City Manager were read: <br /> <br /> 1st - "Arrangements have been made with the State Emergency Relief Administration <br />for the establishment of a Relief Bureau in Portsmouth within the next few days. Personnel <br />of this Relief Bureau will be attached to our Public Welfare Department and will be supervised <br />jointly by the City and the State Emergency Relief Administration. All of the employees of <br />this Bureau are te be approved by the State Emergency Relief Administration, and all except <br />one will be paid from relief funds. <br /> It will be the duty of the Relief Bureau to thoroughly investigate every <br />application for relief and determine the kind and amount of relief to be given. The Relief <br />Bureau is also to work closely with the several local relief agencies, assist the relief agen- <br />cies where possible, and prevent, as far as possible, any duPlication ef relief. <br /> Arrangements have been made for Capt. A.D. Bouterse cf the Salvation Army_ <br />to take active charge of the Relief Bureau, when it is established. Capt. Bouterse has <br />cured a temporary furlough from the Salvation Army in order that he could take charge of this <br />work. H~ has had considerable exoerience in this line or.work and I consider him thoroughly <br />capable of taking charge of the R~iief Bureau. With the establishment of this Bureau, we will <br />be better prepared to provide for those in need., <br /> <br />On motion ordered filed. <br /> <br /> 2nd - "Taxes on property located at 115-1i7 High St.~ assessed en the lamd books <br />of the Oity in the name of M.D. Eastwood Estate, have not been paid since 1927. The taxes on <br />this property now amount to $2,066.83, in addition to which will be added a charge for razing <br />the building which was recently done in order to eliminate a dangerous and unsafe condition. <br /> Taxes on property located at 435 Randolph St., assessed on the land books <br />of the Oity in the name of Hester Borum, have not been paid since 1885. The taxes on this <br />property new amount to $752.01. This property is in a very de!~apidated condition. <br /> In view of the condition of these properties and the amount of taxes due, <br />I recommend that the City Attorney be directed to institute chancery proceedings for the sale <br />of these properties at an early date and that the 0ity bid in the Eastwood property on High <br />St., if it does not sell for as much as the taxes due and recent cost incurred in razing the <br /> <br />old building and making this site safe." <br /> <br /> Motion of Er. Mayo to concur <br /> <br />The <br /> <br />"At <br /> <br /> in the recommendation of the City Manager, was adopted. <br />following letter from the City Attorney was read: <br /> <br />your last meeting you referred to me a request from M~r. Leland Norton for a <br /> <br />refund of Ten Dollars and Fifty Cents ($10.50) on a city automobile license purchased on Sept- <br />ember 6th. It appears that this party did not pay the license tax until after he had been sum- <br />moned into Police Court. The City Collector refused to pas-rate the taxes on account of his <br />having owned the car from May 1st. Under the circumstances and for the reasons stated in Mr. <br />Norton's letter, I do not see how the City can consistently refund-the money." <br /> <br /> Motion of Mr. Brooks to concur in the opinion of the City Attorney, was .adopted. <br /> - ~NFINISHED BUSINESS - <br /> <br /> The Superintendent of Cemeteries reported the sale of <br />Grove Cemetery on September 9th, 1933: <br /> 'Mrs. ~.~. Hodges, S.H. 804 A, Ave. J 10 x 25' <br /> <br />the following lot in Oak <br /> <br /> Motion of Mr. Fox that the City Attorney be instructed to prepare deed and proper <br />officers be authorized to execute same, was adopted. <br /> <br />read: <br /> <br />The following letter from the City Manager, laid on table until this meeting, was <br /> <br /> "The widening and repaying of County Street from the City Limits to Sixth Avenue <br />has been approved by the State Highway Department as a project to be done from funds made <br />available u~der the Naticna! Recovery Act. This project is known by the State Highway Depart- <br />ment as N.R~M. 1036. The requirements are that the City furnish the necessary rights of way. <br />In order that this roadway can be made thirty feet and a right c~-way forty feet supplied~, it <br />is negessary that we acquire additional rights of way which Will cost not in excess of $2,000. <br />These rights of way can be secured on the basis of the present assessed valuation of the pro- <br />perty and in one instance, the necessary right of way Will be do~ated. <br /> As the State Highway Department proposes to widen the roadway fourteen feet, mak- <br />ing a thirty foot roadway from the City limits to Sixth Avenue, and to put in necessary gutters <br />and draLuage at a cost of approximately $65,000.00, I recommend that the City acquire the nec- <br />essa-fy rights of way for this work; therefore request an appropriation of $2,OO0~ for th~spur- <br />pose., <br /> <br /> Motion of Mr. Brooks to concur in the City Manager, s recommendation and aporopriate <br />$2,000.00 for said purpose, was adopted, and by the following vote: - <br /> <br /> <br />
