It is <br />my understanding that this amount of the Cemetery ft_~d can be properly and legally used for <br />this purpose., <br /> <br /> Motion that an ~opropriation of $3,350~00 from Oemetery Fund be laid on <br />table until next meeting, was adopted. <br /> <br /> 7th - ,The roof of the airy Market building and the north wall are Lu <br />need of immediate repairs~ The hanging roof over the sidewalk on t he north side is leaking <br />next to ~he building and permits the water to run down into the stalls. Some of the tenants <br />are threatening to move unless this condition is remedied, as they are afraid it will damage <br />their stock of goods. Tater beats through the nortkwall into the auditorium every time we <br />have a heavy rain from the northeast. This water not only goes into the auditorium, but runs <br />through to the stalls below. The walls in the auditorium are very unsightly, md as this au- <br />ditorium is used by most of the large gatherings in the ,aity, I think it should be placed in <br />a more presentable condition. <br /> I have had the building znspeeted by the.Building Inspector, Super- <br />intendent 'of Markets and the City Engineer .and have also secured bias for ~aking the repairs. <br />All who have inspected the building agree that the repairs should be made right away, other- <br />wise the condition may cause a g~rea~er loss than it will cost to make the repairs at this <br />time. It will cost $1150.00 to repair the roof, stucco the north wall and repair the plaster- <br />ing in the auditorium, and ~ recommend that a special appropriation of $1150.O0 be made for <br />this purpose." <br /> <br /> Motion of Mr. ~Moore that an appropriation sf $1150.00 be laid on table <br />until next meeting, was adol~ted. <br /> <br />8th - The Manager made a statement on the Relief Program. <br /> <br /> 9th - "The municipal budget for the fiscal year 193~ is pr~esented here- <br />with for your consideration. Revenue estLmated and appropriations suggested are shown on the <br />attached statements. The statements show and compare-the estimated receipts and appropria- <br />tions suggested ~y general departments with the budge~ est'~z~ates and appropriation~ fgr 1933. <br /> The estimate of receipts for 193~ of $1,231,~29.O0 is $~0,~09.00 <br />less than the budget estimate for 1933. The estimate or request for General Government ex- <br />penses ef $1,21~,~82.OO is $7G,616.00 less ~tha~,~ t~e 1933 appr. opriations. The request fer~op- <br />crating charges of the ~ter Department of $30q,052.00 ia $16,801.00 less. than ~he~l~33 <br />oropriation, while the raquest for new work, or Capital Expendit-~res, of $59,000.00 <br />$~d~O00.O0 more thau the 1933 appropriation. I suggest that the requested approoriatzon of <br />$59,000.O0 for new work in the water. Department be approved with the understanding that this <br />work will not be done unless there zs sufficient cash available to pay for the work at the <br />time it is done. These are very desirable improvements, but I do not consider them of suffi- <br />cient importance to borrow the funds with which to do the work. <br /> The reductions made last July in salaries, etc., represented an <br />estimated anRual reduction of $3y,OO0.00. This amoun~ is included in the recommendsd reduc- <br />tion of $?0,616.00~ The reduction of $16,801.O0 in the ~W~ter Department estimate includes the <br />reduction of $12,500.00 made this year in annual Sinking ~und requiremen~so <br /> ~The recommended budget shows an unappropriated income of $13,25~.00. <br />I have made no recommendation for expense of the ~ assessment to be made next year, cn account <br />of not having sufficient information aa to how the assessment is ~o be made. I feel ~hat the <br />unappropriated ~alanoe will be more than enough to take c~re of the cost of the assessment. I <br />have e~ly included in the Public Welfare budget sufficient to provide medical care, free ty- <br />phoid inoculations, laboratory tests, free vaccinations, etc., for those unable to pay for <br />such services. <br /> The amount recommended for Schools is $5,~3~. ~5 less than the <br />amount requested by the School Board. However, it is $1,882.~5 more than their adjusted bud- <br />get for this year. <br /> I have recommended the restoration of the 10% red~ction made in <br />the appropriation for the Kings Daughters Hospital, in view of the large increase in cost of <br />hospitalization of city pa~ents this year. The statements being furnished by the hospital <br />show that the work they are doing.for city patients costs them much more than~the amount the <br />city is giving them for this servzce. <br /> The recommended budget will not permit doing very much more than <br />is included in the budget~ due to th~ sm~ll unappropriated balance. However, I feel that we <br />will be able to render satisfactory service to the citizens under these reduced appropria- <br />tions, and it will be my purpose to make every effort to improve the service wherever possi- <br />ble, consistent with the reduced budget. <br /> I also attach a~ ordinance to be placed on first readmng, entztled, <br /> for ~he year 1935. <br /> ,An Ordinance of the Budget Appropriation~ for the Oity of Portsmouth, Va., <br /> <br />reading, was <br /> <br /> Notion of Er.
