<br /> Minutes of regular meeting held December 12th, were read and approved.
<br />
<br /> The following communications from the City Manager were read:
<br />
<br /> 1st - "As requested by you, I have handled with the School Board, the question of
<br /> hca%lng plants and modern toilet facilities in the Green St. Cooke St. and I.O. Norcum schools
<br /> rrangemen~s have been made for modernising and repairing the toilets, through the Civil Works
<br /> Administration, and I have agreed with the School Board that modern heating plants should be
<br /> installed in the Green St. and Cooke St. schools.
<br /> The School Board has had plans and specifications prepared for these heat-
<br /> ing plants and have secured bids for doing the work. The bids indicate that the work can be
<br /> done for approximately $15,000.00. In view of the need for these heati.ng plants, I recommend
<br /> that they be installed and that School bonds be issued by the City not to exceed $15,000.00 to
<br /> cover the cost. In order that this may be done, I submit herewith an ordinance, the ~doption
<br /> of which is recommended, entitied:
<br /> ~AN ORDINANOE AUTHORIXING THE ISSUANCE OF FIFTEEN
<br /> THOUSAND DOLLARS OF .BONDS OF THE CITY ~F
<br /> wINIA, TO BE KNOWN AS oOHOOL BONDS, FOR THE PURPOSE OF
<br /> I~PROVING SCHOOL HOUSES AND OTHER SCHOOL PURPOSES, N~AKING
<br /> PROVISION FOR THE FORN OF SAID BONDS AND FOR THE PAYMENT
<br /> THEREOF.,
<br /> ~ Proceeds x~om these?bonds ~re to be used in paying fo~ the heating plants
<br /> to be ~stalled in ~ne Green St. and-Oooze St. schools, with the understanding that these
<br />plants will not cost the City more than $15,000,00. The School Board h~s agreed to assume any
<br />cost of installation of these plants in excess ~f $15,000.00."

<br /> 2nd - "AS previously advised you, the old Arm istaad ~aildin~ and ~ablic Library
<br />in the rear of the Municipal Building and the colored quarters at the City Home are being re-
<br />constructed with funds supplied by the Civil Works Administration.
<br /> In order that this work could be done as a Civil ~orks project, and
<br />thereby provide at this time some much needed work for the unemployed, the City is re~c~ired to
<br />furnish certain materials and other items in coranection with this work. A g~od part of the ma-
<br />terials and other costs to be borne by the Oity are to be provided through the 1935 budget and
<br />materials salvaged from other buildings.
<br /> There is not sufficient in the 1934 budget to provide heating plants for
<br />these buildings, and as previously discussed with you, I recommend that the City issue bonds in
<br />the amount of $6,000 .00 and the proceeds from these bonds used to pay for the heating plants
<br />and other materials for these buildings, which can not be furaished through the 1935 b~dget. In
<br />order that this may be done, I submit herewith an ordinance, entitled,

<br /> SAND DOLLARS OF BONDS OF THE CITY OF PORTSMOUTH, VLRGINIA,
<br /> TO BE KNOWN AS ~%~PROVE~SENT BONDS, FOR THE PURPOSE OF IN-
<br /> STALLING HEATING SYSTENS IN AND IMPROVING CERTAIN PUBLIO
<br /> BUILDI~GS, MAKING PROVISIONS FOR THE FOKE OF SAID BONDS

<br /> Notion of Mr. B~ooks to place the recommended ordinance on its first reading, was
<br />
<br /> The following letter from the City Attorney was readi
<br />
<br /> "At your meeting held on November 28th, 1933, you referred to me a letter from
<br />the Oity Oollector requesting that taxes for the year 1932 amounting to $2.65 assessed against
<br />the building 943 Lincoln Street in the name of B.A. Nemo be relieved. Mr~ Parker was of the
<br />opinion that the building had been wrecked in 1931. I find the permit from the building insoec-
<br />tot for wrecking the building was issued on October 22, 1932. One of the neighbors stated t~e
<br />building had been removed a little over one year ago. m~ith these facts, I ca~ not recommend the
<br />relief of the tax. In the event Mr. Nemo can prove that the building was wrecked in 1931 the
<br />Uity Mauager and myself can handle the matter under the recent resolution of the City 0ouncil."
