<br />County, the City Manager be and he is hereby authorimed and di-
<br />rected to issue a temporary permit to Virginia Electric and
<br />Power Company to operate buses from the corner of High and Oraw-
<br />ford streets along High Street to the western boundary !ine of
<br />the City of portsmouth, and to discontinue street railway ser-
<br />vice between the corner of High street and Mt~ Vernon Avenue
<br />along High Street to said City line; provided, however, that this
<br />temporary permit may be cancelled and annulled by the Council at
<br />any time by giving-Virginia Electric and Power Oompany ten (tO)
<br />days written notice of such cancelI~tion and annulment.

<br /> I understand the Skate made no direct appropriation for relief we~k. In
<br />vie~ of this, I suggest that the City agree to furnish necessary tools, materials and trans-
<br />portatlon incident to the relief work to be done in Portsmouth. This would be in line with
<br />what the Oity did when the relief ~rk was inaugurated last year.

<br /> Motion of Mr. Brooks to concur in the Manager's recommendation, was adopted.

<br /> 4th - "I am pleased to advise that Messrs. Hillard, McMurran and Mo£fat, Ports-
<br />mouth~s representatives in the Legislature have advised that the bill permitting the transfer
<br />of the Oorener's duties, recommended by you on January 23rd, was enacted by the Legisla~re.
<br /> I was also advised that the bill recommended by you on Feb. 13th,
<br />relating to the collection of taxes, was enacted by the Legislature.
<br /> I have thanked Messrs. Hitlard, McMurran and Moffat for their co-opera-

<br />TIONS FOR THEUSE OF THE STREETS OF THE CITY BY SUCH BUSE~ AND PROVID~
<br />ING FOR BUS TERMINALS, AND PRESCRIBING PENALTIES FOR THE VIOLATION
