<br />who own property here can not keep tenants or receive rent to pay city taxes if this is contin-
<br />ued. Efforts have been made to remove the shells, the smaller oysters are not opened and are
<br />left in the shells. An odor besides the a¢cummlation of flies, promote an unsanitary-condition
<br />which the City officials ef Portsmouth should effectually abate. Real estate owmed here is
<br />taxed Just as highly as other owned pro~rty in Portsmouth and we, the undersigned, demand a~d
<br />appreciate prompt action.

<br /> Nm. Brooks Called attention to the fact that the City was without a Federal Pre-
<br />ject Supervisor and moved that the Council recommend Mr. Frank H. Gay for the position.

<br /> Motion o~ Mr. Fox to refer the matte~ to the City Manager, was lost, and by the
