To the Members of the City Oouncil,
Portsmouth, Va.

Gentlemen:
pursuant t~ my conversation with the Oity Manager, Mr. H~B. Anderson, on Friday,
June 15th, with respect to securing Storage License to. operate a storage warehouse a~ 808 Oraw-
ford Street.
I explained to Mr. Amderson, on that date, that Mr. Oross, who operated this bus-
iness twelve years prior to our ~aking ov~rsame, had never secured anY%hing b~t a Merchant's
License, amd we have been 0perat~ng this business for sevem years under the same license. I
further sta~ed that we were very much ~urprised to learn, recently that it would be necessary to
secuze a Storage License amounting, to $101.00. This is Imn s~dition to what We are compelled by
-law to sea, e, viz: State and City Licenses a~dPersonal Property Tax on our rolling e~ipment,
which is an essential .Dart cf our business. Mr. Anderson advised, me te present this matte= to
the City Council for their consideration, which I am doing.'

We have been operating at a loss for ~he~.pas-t few~esme and you are at liberty to
examine eu~ becks te confirm this statement amd when thii Storage License amounting to $101.00
was presente~ to us this year, we were absolutely umprepslred to meet it and I told Mr. Anderson
that if we were ~ompe!led to pay same, it would be necessary for us to entertain the serious
thought of closing ottrdoors.
I desire to ask if this Storage License can not be waived this year, in our favor,
inasmuch as we are not in position to pay same, and permit us, to secure a Merchant's License
only, as we have been doing all along, giving us an opportunity of making some provision for
this Storage License next year.
Thanking you for your favorable consideration of this request, I remain,

Motion of Mr.
