Januar2y_~31996 <br /> <br /> The Traffic Engineering Department has sent out surveys to <br />the adjacent property owners asking their opinion on closure to <br />through traffic. The survey results reveal a 4 to 1 response <br />in favor of closing the alley to through traffic. Also <br />attached is a letter from the Port Norfolk Civic League <br />supporting this action. <br /> <br /> The City Traffic Engineer recommends that the closing of <br />the alley to through traffic will best serve the citizens of <br />this Port Norfolk community. I concur and, therefore, <br />recommend your adoption of a motion to close this portion of <br />the alley." <br /> <br />Madalyn Morris-Grimes, 108 Florida Avenue, spoke in support Of <br />the alley closure. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Martin, to <br />close the alley between Florida Avenue and Douglas Avenue to <br />through traffic, and was adopted by the following vote: <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br /> 96-34 - Letter from the City Manager recommending adoption of a <br /> motion to accept the 1995 Comprehensive Annual Financial <br /> Report. <br /> <br /> "On December 12, 1995, I provided you with copies of the <br /> Comprehensive Annual Financial Statements for the fiscal year <br /> which ended on June 30, 1995. <br /> <br /> As a result of the revenues being greater than <br /> expenditures for the fiscal year, more than $1.5 million was <br /> added to the General Fund's balance, bringing it to a level of <br /> $8.4 million. This is good news, but we should continue to <br /> strive to enhance the fund balance in future years so that we <br /> obtain the 10% or $11 million reserve recommended by the <br /> Municipal Finance Commission. <br /> <br /> I, therefore, recommend that you adopt a motion accepting <br /> the 1995 Financial Report, and forward the same to the <br /> Municipal Finance Commission for their review." <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Pitts, to accept <br /> the 1995 Comprehensive Annual Financial Report, and was adopted <br /> by the following vote: <br /> <br /> Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br /> Nays: None <br /> <br />NEW BUSINESS <br /> <br />96-35 Boards and Commissions <br /> <br />There were no appointments. <br /> <br />96-36 Items Submitted by Council Members <br /> <br />There were no items submitted by Council Members. <br /> <br />96-37 Continued Non-Agenda Speakers <br /> <br />There were no other speakers. <br /> <br />On motion meeting was adjourned at 8:12 p.m. <br /> <br />APPROVED - <br /> <br />Gloria O.
