January 23~ 1996 <br /> <br /> WHEREAS, the CitY.of Portsmouth Understands that the <br />connector must be a toll facility to repay the lOan from the <br />toll Facilities revolving Account. <br /> <br /> NOW' THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that the City of PortsmOuth supports <br />the COmmonwealth Transportation Board's allocation of Toll <br />FaCilities Revolving Account funds to complete financing of the <br />Pinners Point Connector; and <br /> <br /> BE IT FURTHER RESOLVED, that the City of Portsmouth, <br />endorses the Pinners Point Connector Toll facility to be <br />operated by the Virginia Department of Transportation, subject <br />to final agreement on the amount of required tolls; and <br /> <br /> FINALLY, BE IT RESOLVED, that the City of Portsmouth <br />request that the Commonwealth Transportation board work in <br />cooperation with the Cities of Norfolk and Portsmouth to <br />determine the lowest feasible toll rate and the most feasible <br />period of time for the toll collection... <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />96-32 - Letter from the City Manager recommending adoption of a <br />motion authorizing the City Manager to enter into a revised <br />agreement with the Virginia Department of Transportation for <br />reimbursement of the traffic signalization improvement project. <br /> <br /> "On November 14, t995 you approved entering into an <br />agreement with the Virginia Department of Transportation (VDOT) <br />and award of a construction contract for the installation of a <br />state of the art computerized traffic signalization system. The <br />project was to be funded 100% through Federal Congestion, <br />Mitigation, and Air Quality Improvement (CMAQ) funds. <br /> <br /> Due to a difference in local and federal bidding <br />procedures, the Federal Highway Administration denied <br />reimbursement of $53,018 of the total $1,510,000 project. The <br />Virginia Department of Transportation has approved the City's <br />use of its urban funds to cover the difference in this <br />reimbursement. The change in funding requires that you approve <br />the revised attached agreement. <br /> <br /> The Director of Public WOrks recommends approval of the <br />revised agreement, and I concur. I therefore recommend your <br />approval of a motion authorizing me to enter into the revised <br />agreement." <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Hawks, to <br />authorize the City Manager to enter into a revised agreement <br />with the Virginia Department of Transportation for reimbursement <br />of the traffic signalization improvement project, and was <br />adopted by the following vote: <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />96-33 - Letter from the City Manager recommending adoption of a <br />motion to close the alley between Florida Avenue and Douglas <br />Avenue to through traffic. <br /> <br /> "Excess'ire traffic in the alley between Florida Avenue and <br />Douglas Avenue has caused safety hazards and property damage. <br />The City Traffic Engineer is recommending closing of the alley <br />to through traffic by erecting a barrier as shown on the <br />attached drawing. <br /> <br /> <br />
