January 23, 1996 <br /> <br /> At a Regular Meeting of the City Council held on Tuesday, <br />January 23, 1996, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, Bernard <br />D. Griffin, Sr., James C. Hawks, James T. Martin, Cameron C. <br />Pitts, P. Ward Robinett, Jr., Ronald W. Massie, City Manager, G. <br />Timothy Oksman, City Attorney. <br /> <br /> Vice Mayor Clemons opened the meeting with prayer which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Wehb called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion of Mr. Clemons, and seconded by Mr. Hawks, to <br />approve the minutes of a Called Meeting on January 9, 1996 and a <br />Regular Meeting on January 9, 1996 was adopted by unanimous <br />vote. <br /> <br />96-25 - Proclamation presented to Phyllis Bricker for "National <br />School Nurses Day". <br /> <br />96-26 Presentation of special pins to newly appointed Boards <br />and Commissions members. <br /> <br />96-27 - Non-Agenda Speakers <br /> <br />1. Jeannie Johnson, 5045 Bennetts Past Road, Suffolk, spoke on <br />the condition of the City cemeteries. <br /> <br />2. Helen Person, 1314 Green Street, spoke on lead in Washington <br />Park. <br /> <br />3. Karen Jordan, 107 Elmhurst Court, spoke on a charter change <br />pertaining to elected School Boards. <br /> <br />4. Dr. Harold Taylor, 411 Riverside Drive, spoke in support of <br />the permanent closure of the Watervlew causeway. <br /> <br />5. Ronnle McMillan, 303 Mohican Drive, spoke on the noise level <br />of the Ebony Showcase. <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Pitts, to suspend <br />the rules of order to hear the last of the non-agenda speakers, <br />and was adopted by unanimous vote. <br /> <br />6. Shirley Hines, 1016 Blair Street, spoke on a charter change <br />pertaining to elected School Boards. <br /> <br />7. Madalyn Morris-Grimes, 108 Florida Avenue, offered an <br />invitation to City Council to attend Civic League meetings and <br />expressed appreciation for the systematic inspections performed <br />by the City's codes enforcement personnel. <br /> <br />- CITY MANAGER'S REPORT <br /> <br />96-28 - Letter from the City Manager recommending adoption of an <br />ordinance to appropriate $128,322 from the Capital Improvements <br />Fund for drainage improvements to Williamsburg Avenue, Ann <br />Street, "A" Street, and Bain Street in West Park View, and a <br />motion to award the construction contract to Art-Ray <br />Corporation. <br /> <br /> <br />
