<br /> We wish to call the honorable City Council's attention to the fact that the
<br />colored People and voters of the City remain intensely interested in the administration of
<br />the Federal Emergence'Relief Administration office in the City. We are extremely anxious that
<br />the service rendered by this office does not pauperize c~ humiliate colored applicants for aid
<br />among whom are many respectable and worthy persons, and thus retarf the promotion of good will
<br />that the leaders of both races in the state are-advocating.
<br /> We believe that the apoointment of Mr. Charles Heath, now employed in the office,
<br />as administrator for the Portsmouth ~ity FERA office will be beneficial in the promotion of a
<br />better understanding between the office and the'colored applicants and the 19000 colored people
<br />and their voters all of whom are interested in the spirit manifested towards these applicants
<br />in the office. Mr. Hosch has had years of experience in the administration of charity in your
<br />City and is a resident of the city. He has the respect of those with ~hom he has come zn con -
<br />tact and~will be able to get in£o~mative aid 'that former administrators could not get because
<br />of their attitudes towards the negro. Such cooperation will tend to weed out imposters and
<br />thin out the bread line that is still afflicting us.
<br /> Ne are now thanking you for the consideration ef Mr. Hoseh's promotion to that
<br />of administrator for our City FERA office.

<br />Gentlemen:
<br /> Du=ing~the F~ll of l~31, Ers. Hattie V.Evanson died a~ her home here in the
<br />City ~f Portsmouth and left a will, a copy of which I am inclosing, you will note that it ap-
<br />peared to be the desire cf Mrs. Evanson that I heir all of the residue of her estate, unfor-
<br />tunately, when she made the will, ~which was done in my presence) the two cemet~ery lots, the
<br />deeds to which are inelosed, were overlooked, you will note that the deeds are to Emma Eo Hy-
<br />att who was the mother of M~s~ Evanson, Mrs. Hyatt having died some years previous to her
<br />daughter, the deeds were never transferred to Mrs. Evanson after her mother's death.
<br /> For further information, I will say that Mrs. Ev~uson was the only living heir
<br />of Emma E. Hyatt and at the death of M~s. ~anson she left no living heirs, both her and her
<br />mother being an only child of their respective parents.
<br /> I was administrator of Mrs. Evanson's estate and settled her affairs and was
<br />d~ly-discharged, however, I could do nothing with the cemetery lots and I am asking your hen-
<br />erable body to give'me a deed to these two lots or at least define their status so that I may
<br />get the m~ter off my mind for good and all time.
