ME~S, MILK, BUTT~, <br />EGGS, POULTRY, FISH, .OYSTERS, GAME, VEGETABLES, FRUITS, OR 0T~ER <br />FAMILY SUPPLIES OF A PERISHABLE NATURE GRQWN OR PRODUGED BY THE~ <br />AND NOT PUROHASED BY THEM FOR SALE." <br /> <br /> I was asked by %he Portsmouth Independent Re~ail Grocers Association to r ecom- <br />mend this ordinance, which I am glad to do, as I feel it will be a protection not only to the <br />retail grocers in Portsmouth but to the wood dealers, citizens, and growers or producers of <br />such foods and supplies as covered by this ordinance. I understand an ordinance similar t o <br />this is now in effect in Norfolk and other cities in the State., <br /> <br />Motion of Mr. Fox to place said ordinance on its first reading, was adopted. <br /> <br /> 3rd - "Please be advised that Mr. Virginius Dashiell has been appointedKeeper <br />ef the Oity Home, effective October 1st, 193~, to succeed Mr. John Bright, deceased. <br /> Mr. Dashiell has been employed by the City since May .12th, 1932, Prior <br />ts that time, he held responsible positions with the Norfolk & Southern ana No~folk & Western <br />Railways. His services for the C~ y have been very satisfactory and Dr. Roper has concurred <br />in Nr~ Dashiell's appointment." <br /> <br />On motion ordered filed. <br /> <br /> 4th - "In order to ca~ry on the relief work, it was necessary to secure the use <br />of additional property the first of this yesm for the purDose of storir~g materials and ha~d- <br />ling the forces. I have been using on a temporary basis, since the first of the year, a small <br />piece of land on King St. near Elm Avenue owned by the Seaboard Air Line Railway Company. This <br />property is located on a sidetrack of the Seaboard, which makes 'it very convenient for the <br />handling of materials and is also centrally locate~ for the distribution of forces. I have <br />arranged for the use of this property On a temporary basis for a rental ef $10~00 per month <br />with the understanding that the contract can be canceled by either party on ninety days notice <br />and the rent to be paid quarterly in advance. <br /> This property i~, necessary in connection with the relief work, and as it <br />appears now thatthe relief work will be continued through the coming winter, I ask your appro- <br />val e~ the continuance of the present lease with the Seaboard Air Line Railway 0ompany f~r the <br />use of ~this property as a material ysmd and concentration point for relief <br /> <br /> Motion of Mr. Hutchins to concur in the Manager's recommendation and that he he <br />authorize~ to execute said ~ease on behalf -o~ the City was adopted, and by the following vote: <br /> <br /> Ayes: Brooks, Fox, Hutchins, Moore, Oast, Parrish, Stewart. <br /> Nays: None. <br /> <br /> 5th - "I am attaching copy of letter from Mr. W.F. Fai~lamb, District Manager of <br />the Virginia~le~trio & Power Company dated Seotember 2~th, 1934,.re~es~ing me to authorize <br />the City Emgineer to make a survey wi~h representatives o~ the Vmrginia Electric ~ Power eom - <br />puny to determine what the C~ty will reGuire in the matter of restoration of streets rolls,zing <br />track abandonments in the event buses are substituted for c~r service. <br /> Mr. Fairlamb advises in the last paragraph of his letter that before his <br />0ompany will commit itself to the policy of abandoning rails and operating a complete bus ser- <br />vice that they will have tok~ow the cost to which they will be su~~mject incident to the remov- <br />al of rails and/or trac~s on city streets; also that if it is found that the work ca~ be done <br />at a reasonable figure, his Oompany will submit formally for your consideration, plans looking <br />to the a~andonment of rail service an~ the substitution o~ bus service in lieu thereof. <br /> I suggest that the Virginia Electric ~ Power Company be asked to submit <br />their plans in detail before this survey is made, as I do--not see how it can be determined <br />whethe~ you will wish to consider the matter without first knowing what the Virginia Electric <br />& Power Company proposes to Tttrnish in the way of service and what considerations they expect <br />to make the City for the use- of the streets and the loss that will be incttrred in taxes on the <br />tracks and equipment of the railway department, or you may prefer ~o appoint a committee to <br />negotiate this ~atter wit~ officials of the Virginia E~e¢~ric & Power Company. <br /> '~ ~ ~ In cruet that all members of the Council will be fully ~nformed, I have <br />furnished each with a copy of this correspondence." <br /> <br />"VIRGINIA ELEOTRIC & POWER COMPANY <br /> Portsmouth, ~irginia. <br /> September 2~th, i93~. <br /> <br />Honorable H.B. We ~eel that for the service requirements of a 0i%y the size <br />of Portsmouth~ all bus service offers advantages both to our ~atrons and the Oity, over a com- <br />bination of bus and car service, particularly in the llgh~ of She flexibility of bus service <br />and the ease with which buses can be rerouted where growth or change in residence districts <br /> <br /> <br />
