<br />Minut'es of regulam meeting held September llth were read and ~oproved.
<br />
<br /> The following communications from the City Manager were read:
<br />
<br /> 1st - "The Olty of Portsmouth has received a ~d from the United States, under
<br />date of September llth, 193~, for all of the propsrty which the United States owned in connec-
<br />tion with the Water Works System. This deed will be sent to the Nansemond Oounty Clerk's Of -
<br />floe, in the next few days, for recordation.
<br /> At the time the Oity of Norfolk purchased from the City of Portsmouth the
<br />Wate~ Works System, located in Berkley and South Norfolk, there was h~ld in escrow, deposited
<br />in the several banks in the Oity of Portsmouth, the sum of $25,000.00. This amount was to be
<br />held until the Oity of Portsmouth acquired title from the United States of America for the wa-
<br />ter meters attached to the Berkley and South Norfolk system. Since that time the State Bank of
<br />Port~outh has failed, and the sum of $4,166.67 was released to the 0ity of Por. tsmouth and the
<br />remaining sum of $20,~.33 is now held in the~llewing banks of Portsmouth, as follows:

<br /> American National Bank $ 12,500.00
<br /> Merchants & Farmers Bank 4,166.66
<br /> Oitizens Trust Oompany 4,166.67
<br />I have t~ken this matter up with Mr. T.P. Thompson, the City Manager ~ Norfolk, and have re-
<br />quested him to have the Oity Council of Norfolk release the money which is held in escrow.
<br /> In the deed which the Oity ef Portsmouth gave to the~0ity of Norfolk, it
<br />was agreed that the above money was to be r~leased as soon as ~itle to the 1~51 water meters
<br />was conveyed to the Oity of Norfolk. The Oity of Portsmouth is now in a position to convey
<br />title to the meters and I recommend that the City Attorney prepare a confirmation deed, and
<br />that the proper officers of the City ~ouncil be authorized te sign the deed conveying title
<br />to the meters to the ~ity of Nor~l k. I am informed that as soon as this deed is received
<br />that'the City of Norfolk will release the money in escrow."

<br />The following resolution was offered by MZ. Stewart and duly seconded:

<br /> "Be it resolved that the recommendations set forth in the foregoing letter of
<br />the Oity Manager, be adopted and tha~ the City Atto=ney be instructed to preoare and deliver
<br />? deed to the Oity of Norfolk conveying title to the 1~5t meters and their s~ttings mentioned
<br />zn said letter, and that the proper officers of the City be authorized to execute the same.,
<br />and the same~was adopted, by the following vote:
