In conjunction with this resolution, we are Submitting sev- eral petitions, signed by qualified voters of the City of Portsmouth~ requesting that such provisions be m~de in the budget., Trusting that favorable action may be taken, we are Very truly yours, Portsmouth Central Labor Union E.V. Smith, Secretary., Notion of U_r~ Hutchins to refer to 1935 budget and for the Superintenden~ of Schools to prepare ~sti~ate of cost, was adopted. The following petition was read: Oity ~anager and ~Por~smouth, Va., To the members of the City Council, of the City of Portsmouth, Va. Ge~tiemen: ~e, resident taxpayers and voters of the City of Portsmouth, Virginia, living in that section of the City~of pa~rtsmouth known as Park View, do hereby petition the City 'Codicil of the City of Portsmouth to authorize to be opened and to open a Street to run East and West from Armstrong Street to the foot of Owen Street and parallel with Leckie Btreet. Which if opened would allow ingress and egress thru the north end of Owen Street which at present comes to an abrupt end~and also would prevent the congestion of traffic on Armstrong Street between Leckie and SDratley Streets. The property necessary ~or the opening of this street is owned at present by the Virginia Electric & Power Company and L. Kootz, and we feel that the City could purchase this property at a very small cost in comparison with the bene- fit which would be derived by the property owners of th~ commuhity. See City Plat ~44. On motion adjourned to hold a~conference with the officials of the Virginia Electric & Power Company and upon re-convening, the motion of Nr~ Noore to place the follow- ing ordinance on its first reading, was adopted: ~AN ORDINANCE TO ~ND AND REORDAIN-SUBSECTiON 9 OF SECTION IV OF AN ORDINANCE ENTITLED ~AN ORDINANCE TO REGULATE ~OTOR BUS PASSENGER TRANSPORTATION IN THE CITY OF PORTSEOUTH~ ADOPTED JULY 28, t9~6."
