<br /> Minutes of regular meeting held Nove~oer 13th were read and approved.

<br /> The following communications from the City Manager were read:
<br />
<br /> let - "The municipal budget for the fiscal year 1935 is presented herewith for
<br /> your consideration.
<br /> Revenue estimated and appropriations suggested are shown on the attached
<br /> statements. The statements show and compare the estimated receipts and appropriations sug-
<br /> gested, by general. ~ departments, with the bud~etr estimates and appropriations for 1934. The.es-
<br /> t~mated receipts for 1935 of $1,219,818.00 ~s $11,541.00 less than the budget estimate for
<br /> 1934. The estimate or request f~ General Government exoenses of $1,212,175.00 is
<br /> less than the 193~ appropriations.
<br /> The recommended budget shows an uuapprooriated income of $7,713.00 com-
<br />pared with an unappropriated income of $~747.00 in the l~34-budget.
<br /> The recommended budget includes an adjustm~t in the pay scale of employ-
<br />ees receiving· ~ ..~$~o00 per dav~ and less. It is proposed generally to _cay all skilled labor not
<br />less than $3.O0 per day. The increase due to the adjustment of the pay scale requ~es aporox-
<br />imately $3,000.00 and the increase in t~ 1935 exoenses due to increased cost of material~
<br />will .a~?unt to approximatel~ $7,000.00. These increases of aooroximatelv ~lO ~ ~

<br />nel. The recommended budget does not provide for ver~ much new work; however, I feel t~at we
<br />will be able to render satzs~actory service to the citizens under these reduced appropriations.

<br /> Motion of Mr. Fox to place the ordinance on its first rea~ng, was adopted.
<br />
<br /> Motion of Mr. Fox that an opening meetiug be held on the budget, on December
<br />18th, 1934, at 8:00 P.M., at which time the p~olie is invited to be oresent and participate
<br />was adopted. -- ,

<br /> 2nd - ~I am pleased to advise that the revenue loans authorized by you on June
<br />19th, 193~, of $100,000.00, from the local banks, were paid in full today.
<br /> This reduces the floating debt of the ~ity to $727,500.00, which is the
<br />smallest floating debt the City has had for several years. With normal tax Collections for
<br />the remainder of this year, the uncollected taxes at December 31st, 1~34 will exceed the
<br />floating debt by more than $100,000.00o"

<br /> 3rd - "Present instructions orovide that a oenalty of five per cent Shall be
<br />added to all real estate and personal property taxes paid-on and after December let. As the
<br />State and County permit the payment of taxes through December 5th, without penalty, I recom -
<br />mend the adoption of the following resolution, permitting 2h~payment of'taXes:through and
<br />including December 5th, without penalty: ~

<br />'BE iT RESOLVED That the time for imposing the oena~ty for
<br />the non-~ayment of taxes for the yea~ 193~ due ~o tie City
<br />be extended ~h~ough December 5th, 1~34, and that the City~
<br />Collector be and he is hereby authorized and directed to
<br />collect city t.axes on real estate, personal property and
<br />machinery levied for the year 193~ through and including
<br />December 5th, 1934, without penalty, but upon all taxes
<br />paid azter December 5th', 193~, the penalty of 5% pro~ided
<br />for by ordinance and the State law shall be added and col-

<br /> On motion of Mr. Hutohins, the ~esolution was adopted,
<br />
<br /> ~th - The Oity Manager presented the following ordinance:
<br />
<br /> "AN ORDINANCE AUTHORIZING THE BORROWING OF TWO HUNgeRED
<br /> THOUSAND ($200,000.00) DOLLARS IN ANTICIPATION OF TF_E
<br /> COLLECTION OF THE REVENUE OF 1~35, AND PROVIDIil~ FOR THE
<br /> ISSUANCE OFA NOTE OR NOTES THEHEFOR."
<br />
<br /> Motion of Mr. Moore to olace on firstre~ezng,"" was adopted.
<br />
<br /> 5th - The Manager advised that he appeared before the Compensation Board in
<br />Richmond on November 23rd, regarding the salary and expenses of the Treasurer. The Compensa-
<br />tion Board was advised regarding the work performed by the Treasurer for the City, and that
<br />the City contemplated removing from this office on January 1st, 1935, what little work was be-
<br />ing performed for the City. With this change, the entire expense of this office will be borne
<br />by the State. The Manager recommended that he and the City Attorney be authorized to continue
<br />their handling with the authorities in Richmond, with view of moving this work January let,
<br />1935.
