Portsmouth, Virginia,
January 21, 1935.

Gentlemen:
With reference to our situation as a merchant of thePCity of Portsmouth, holding
a large nnmb. er of accounts on which we have been unable ~o secede payment, we respectfully sub-
mit the situation as follows:
We extended credit to t~eee workers i~ good faith, in order to co-operate
with the project engineer in charge at that time, Er. Gay. As lang as Mr. Gay, handled, the
matter, we were given considera~ on and our interest was considered° It was mutually under -
stood between the employees, the engineer who was endeavoring to take care of the men, and our-
selves, as to how the bills were to be oaid.
We have acted in goo~faith, believing ourselves to be showing a spirit of
co-operation in helping to make arrangements with the men, and do not feel we should be pena-
lized by not being reimbursed for the merchandise we fur~shed as outlined. The project engi-
neer in charge at present has not recognized our claim and will not extend to us any co-ooera-
tion in securing settlement of same. -
Th~uking your honorable body for your consideration in any possible relief,
