<br />rangement of details necessary in consummating the full agreement in the substitution of
<br />buses for street cars end the paving of High Street.,

<br /> Motion of Mr. HutChins to adopt proposal No. 1 as outlined in the letter of the
<br />Oity Mauager to the Virginia Electric and Power Oompany~ was adopted, and by the following
<br />vote:

<br /> The following communication from the Gity Attorney was read:

<br /> "At your last meeting, you referred~t-othe Oity Manager and myself the bills
<br /> W.O. Gleason, Sr. and H.T. Anderson, for turkens and chickens killed bY stray
<br />
<br /> I find that Section 3305 (?5) of the State Oode provides that "Any oerson
<br />taxed by the State who shall have any livestock or poultry killed or injured.by an~ dog shall
<br />be entitled to receive compensation therefor at the assessed value of such livestock and fair
<br />value of unassessed lambs or poultry., "01aimants for damages shall furnish evidence under
<br />oath of quantity and value to the board of supervisors of the Oounty or Oouncil, or other gov-
<br />erning body of any city within ninety days after sustaining such damage."
<br /> Upon an investigation of this matter, I find that these bills.were submitted to
<br />the O~y Treasurer within the 90 days period and owing toe. the lack of money in the Dog Fund,
<br />nothing was done in the matter at that time. Later the claimants were informed that the bills
<br />must be presented to the Oity Oouncil and the matter was taken up with J. Shirley Hope, State'
<br />Game Warden, who'investigated the cases and approved the bills. I took the matter up with
<br />Hope, and he is of the opinion that the bills should be paid and that the amounts are correct.
<br /> You will note from the above stated Oode sections that the poultry does not
<br />have to be assessed for taxes in order that the claimant may recover Under these circumstan-
<br />ces I think the bills Should be paid." ~ '

<br /> Motion of Mr. Stewart that the Oity Treasurer be authorized to pay these bills
<br />from fu.uds in her hands from collection-of Dog Taxes, was adopted.

<br /> Motion of Mr. Fox to appropriate Fifty-Six Hun~Lred Dollars to purchase Munici-

<br /> The following communication from the Oity Manager, laid on table at last meet-

<br /> "The Hampton Roads Sewage Disposal Oommission has submitted an estimated bud -
<br />get, aggregating $15,000.00, necessary to finance its work.
<br />There is also attached hereto a tab,erich of the oom~mities involved and
<br />their proportionate cart of the $15,000.00, of which Portsmouth's apportionment is $2,3~6. O0.
<br /> Also~ I am attaching hereto, resolutions adopted by the Norfolk Association of
<br />Oommerce, and resolutions of the Builders &Oontractors Exchange af Norfolk, endorsing the
<br />Hampton Roads Sewage Disposal Oommission and its objects.
<br /> Inasmuch as I am not fami~is~ with such of the details as ultimate cost, oper-
<br />ating expense, plan of financing, nor method of liquidating, I am submitting this without rec-
<br />ommendation.,
