<br />lege of the floor t o present painting of the Great Seal of Virginia, in commemoration of the
<br />services of the late LlOyd E. War~en.
<br /> Mr. Robert L. McMurran presented the painting to the Oity, which was accepted by
<br />the President' of the Ooum¢il, on behalf of the

<br /> ~ The following communications from. the Oity Manager were presented:

<br /> 1st - QUarterly application t o Emergency Relief Administration, asking an allot-
<br />ment of $213,031.00 for Work Relief in Portsmouth for April, May and June,. 1935.

<br /> Motion ef Mr. Oast to approve the said report and that a committee, composed of
<br />three membersof the 0ouneil and the City Manager, be appointed to work out the compensation fea-
<br />ture, the committee to have power to aet~ was adopted, and by the following vote:
