<br /> Your Committee wishes~to recommend that the Board tske immediate
<br />action tow~rd~ securing from the PWA grants and lo~us for a school building program for tM
<br />City of Portsmouth. Official announcement has already been received that the PWA, for ap-
<br />proved projects, will make an outright ~rant of $5% ~of the cost of the project and will m~ke
<br />a lo~ of 55% of the cost at 3~ interest, the principal to be repaid in equal ~unual instal-
<br />ments. There is also a possibility from the wording of the recommendation of the Advisory
<br />Committee on Allotments,~ that a larger percent grant may be made in certain cases. We there-
<br />fore recommend th~ the ~ity Co~oncil be requested to seek grants and lo~ms~ for the following
<br />pressing school building needs, li~ted in order of their need$
<br /> 1. A twenty four room colored school for the downtown section, estimated cost for
<br /> site, building, and equipment $195,000. This need is most Dressing ~nd is generally recog-
<br /> nized~ There are 22 classes of 993 pupils on part time. Th~ five portable buildinge are
<br /> nearly wort.bless and should be ab~udoned. ~nen this is done, l0 more classes will go on
<br /> part time.~ ~nree rented rooms are being used - very poor makeshifts for classrooms. In ad-
<br /> dition, the auditorittm is regularly used as three classrooms.
<br /> 2. An eight room building as s~ smnex to the Mt. Hermon Soho o! with ~dditional land
<br /> at an estimated cos~ of $55~000. This school has eight classes of 389 pupils on Dart.time,
<br /> and is using ~wo rooms in a rented building, very poorly ad~pted to school use. Thio build-
<br /> ing will make it unnecessary to construct the proposed sanitary toilets for the old building.
<br /> 3o An additional building at the Woodrow ~ilson High School, at an estimated cost of
<br /> $100~000. A gymnasium building large enough for a separate gymnasium for boys ~nd girls,
<br /> with offices and showers. This will en~ole the~present gymnasium to be used as ~ Cafeteria,
<br /> as the present Cafeteria is woefully inadequate for the needs of t_be ~school, and the present
<br /> Cafeteria ~o be converted into three regular classrooms.
<br /> Your Committee is not including in this llst a number of important repair projects,
<br /> as it is ~derstood that those comparatively small projects may be more satisfactorily con
<br /> structed under the FERA~

<br />tagless dogs, was read, and on motion, the Treasure~ was authorized to pay same from funds
<br />in her hands from collection of Dog Taxes.
<br /> Bill of Charles Burbage for $32.20 for payment of chickens destroyed by dogs.
<br /> On motion, the Treasurer was authorized to pay same from funds in her hands from
<br />collection of Dog ~axes.

<br /> ~It is an-acknowledged fact that one requisite of any.modern progressive city is
<br />.paved, well kept streets. They are not only attraetive, but necessary to ~he successful hand-
<br />ling of her business affairs.
<br /> Since this is the case, I, as a Portsmouth citizen and business man, respectfully
<br /> call your attention to Fifth Avenue from High to County Street, and request that you hard- sur-
<br /> face the above blocks from curb to curb.
<br /> This is a section of town that is rapidly improving and these two blocks could
<br /> form the connecting link between two of our most used and longest streets,
<br /> Trusting that you will give this matter your prompt and favorable attention, I am
