<br /> The following commuuication from the 0it~Manager, laid on table at last meeting,

<br /> "There has been considerable pleading from business houses on High St., to speed
<br /> up the p~Jing work and cut down ~he time that the s~reet will be torn up.
<br /> The contractor is now working ten hours a day, and the State Highway Department
<br /> takes the position tha~ the con,raster had ~ixty days in which to complete their portion of the
<br /> · work, with a penalty clause in the contract; that the wo~ is progressing at a rate which will
<br /> anticipate this time, he therefore can not be recuired ~o wo~k extra shifts.
<br /> The use of high early strength cement will considerably cut down the time neces-
<br /> sary to complete the wo~ and open the streets ~o traffic. In other words there will be a
<br /> saving in time, of approximately fifteen days. '
<br /> Business houses wiil be ~ole~o use the pavement within forty-eight hours after
<br /> the concrete is poured as against from fifteen to twenty days, should ordinary Portland Cement
<br /> as specified, be used. _
<br /> If use of Portland Cement is continued, it will be necessary to defer any exca-
<br />vation on the south side of the street until the concrete on the north side has sufficiently
<br />hardened to permit traffic over it. This will mean a delay of at least a week, before excavat-
<br />ing can begin on the south side, after the concrete 8n ~he north side has been finished.
<br /> Aoproximately two weeks, in time, will be saved on the concret~ base by the use
<br />of early strength cement. In addition to the two weeks saved in construction, traffic would
