~ Bhould it be decided to resurface the strips next to the gutters and to use high
ea~y strengt~ cement, asjr~osed~ another report herewith s~omitted, the total cost of the
wo~k will be $23',890.00, e as, t estimate on which we based the settlement with the V.E.P.
Company for paving the area then occupied bY the street car tracks, was $2~,~52.00.
Taking into consideration all of the conditions, I am of the opinion that the
strips in question should be resurfaced with new asphalt at this time, and-I so recommend.,

Notion of Er. Hutchins to appropriate $~100.00 from the money received from the
Virginia Electric & Power Company, for said Pop'pose, was adopted, and by the following vote:

Ayes: Brooks, ~ox, Hutehins, Moore, Oast, Stewart - ~.
Nays: None.

The following commuuication from the 0it~Manager, laid on table at last meeting,
was taken up and read:

"There has been considerable pleading from business houses on High St., to speed
up the p~Jing work and cut down ~he time that the s~reet will be torn up.
The contractor is now working ten hours a day, and the State Highway Department
takes the position tha~ the con, raster had ~ixty days in which to complete their portion of the
· work, with a penalty clause in the contract; that the wo~ is progressing at a rate which will
anticipate this time, he therefore can not be recuired ~o wo~k extra shifts.
The use of high early strength cement will considerably cut down the time neces-
sary to complete the wo~ and open the streets ~o traffic. In other words there will be a
saving in time, of approximately fifteen days. '
Business houses wiil be ~ole~o use the pavement within forty-eight hours after
the concrete is poured as against from fifteen to twenty days, should ordinary Portland Cement
as specified, be used. _
If use of Portland Cement is continued, it will be necessary to defer any exca-
vation on the south side of the street until the concrete on the north side has sufficiently
hardened to permit traffic over it. This will mean a delay of at least a week, before excavat-
ing can begin on the south side, after the concrete 8n ~he north side has been finished.
Aoproximately two weeks, in time, will be saved on the concret~ base by the use
of early strength cement. In addition to the two weeks saved in construction, traffic would
thegainconcretethe use is°f pouredthe fUllonWidththe south°f theside.Street, in each block, within forty-eight hotu~s after
The contractor has agreed to furnish the high early strength cement, at cost to
him which will amount to $1,900.00, for the remainder of the Job, which embrace~ all of the
south side of the street and the north side from Orawford to Dinwiddis and from Effingham to
Chestnut.
$1,9~0.00." I therefore recommend the use of early strength cement at an additional cost of

Notion of Mr. Hutshins to ~opropriate for said purpose, $1900.00 from money re-
ceived from the Virginia Electric & Power 0ompany, was adopted, and by the following vote:

Ayes: Brooks, Fox, Hutchins, Moore, Oast, Stewart -
N~zs: None.

The following ordinance, laid on table at last meeting, was taken up end

"AN ORDINANCE CREATING A CI~ PLANNING COMt~SION, PROVIDING ~ORTHE
APPOINTMENT OF ITS~EMBERS, THE TERMS OF OFFICE AND ITS POWERS ~D
DUTtES.~m

read:

dered filed.

Motion of Er.
