<br /> 3 - Three miles of gradihg and surface treatment with stone smd asphalt, on streets
<br /> in many sections of the City.
<br /> Th~se three projects, if financed by the City~ independent of Federal aid,
<br />would entail a cost upon the City of $27,000.00.
<br /> The relief work approoriation of $3,500.00, contained in the'1935 Budget, was
<br />exh~us%ed du~ing the latter part of ~une.
<br /> In order'to continue the work, providing supervision, tools and incidentals
<br />for the balance of the year, ~ud to provide necessary skilled labor, truck hire, tools and
<br />sundry ~te~s to complete the three projects, above outlined, will~ necessitate an additional
<br />appropriation of $6,000.00~ which I recommend.~ '

<br />requested appropriation of $6,000.00 oh the table until next meeting, was adooted, and by the

<br /> 4th - ~he City Ms, acer stated that a permit to Mrs'. Dicie Martin to convert a
<br />garage' in the rear of 1531 Barton St. into a store, had been denied for the reason of a peti-
<br />tion from residents of West Park View, and action of the West Pa~k View Garden Club, in pass-
<br />ing a resolution against grmuting said permit. Privilege of floor was granted anyone inter-
<br />estedin said permit. Mr. V.L. Parker, Attorney for Mrs. Martin, presented the following pe-
<br />tition, and spoke in favor of granting]~rs. Martin the permit requested. Several others
<br />spoke for and against.

<br /> We, the undersigned residents and taxpayers of West Park View, respectfully re-
<br />ques~ that Mrs. Dicie Martin be granted a permit to convert the garage in the rea~ of #1531
<br />Barton St. into a store. There is a store directly across from Mrs. Martin's property
<br />we do not believe that another small store would in s~y way injure the adjacent property.

<br /> Motion of Mr. Hutchins to refer to the City Mmuager for investigation and re-
<br />port on the merits of same, at next meeting, was adopted.

<br />UNFINISHED BUSINESS
<br />
<br /> The following communication of the City Mansger, laid on t~ole at last meeting~
<br />was taken up:
<br />
<br /> ~The Street Department should be prepared to proceed without delay, upon the
<br />a~rival of the new buses, with the removal of tracks, and street work incident thereto.
<br /> The Engineering Department ha~ recommended the following work to be done in
<br />this connection:
<br /> ~l) Remove all rails and ties from dirt streets, and shape uo the streets.
<br /> (2) High St., in the paved area west off Chestnut St. - to cover the track area
<br /> 24~ wide w~th asphalt_f~om I to l½~ thick. This treatment will permit the
<br /> rails to remain,
<br /> (3) Remove rails only, smd patch track area to conform to the balance of the
<br /> streets, in County St., from Middle to Crawford, in Effingham St., from
<br /> High to Co'muty, and in Middle St. f~om High to South, and various inter-
<br /> sections.
<br /> (4) Remove rails s~d ties, and repave the-present brick pavement on sand cush-
<br /> ion, in South St., from Middle to Washington.
<br /> (5) The following streets to remain as at present, with a certain amount of
<br /> patching: Crawford, from County to High, Sixth Ave., from High to Glasgow,
<br /> and various intersections.
<br /> The ~mount required, as estimated~ to do this work, Using F.E.R.A. labor on
<br />the dirt streets, will amount'to ~oproximately $B5,000.00. I oa~l your attention-to the
<br />treatment of upper High St., as recommended by the Engineering Dept. To cover this street,
<br />over the rails for a space of 24 ft. in width, will cost approximately $11,950.00. The En-
<br />gineer states that Norfolk has given one of its streets a sLmilar treatment, and the work
<br />has stood for four years without showing any signs of wea~. However, praotieally as service-
<br />able a Job will be made if the tracks remain smd the grooves are simply filled in with Ky~ocE
<br />This cost will be $i,200.00, a saving of $10,~50[00. However, if the street is permitted to
<br />remain as at present, the saving of course will be $11,950.00.
<br /> In order that the work may proceed without delay, I recommend that an approor~
<br />ation of $25,000.00 be made from-the money received from the Virginia Electric & Power Com--
<br />panyo"
<br /> Motion of Mr. Stewart to approve same, except Item No. 2, and to approoriate
<br />$13,050.09, or as much as necessary from funds received from V~rginia EleCtric & Powe~
<br />Company for the approved portion of said request, was adopted, s~d by the following vote:
