"Portsmouth, Va., July 2nd, 1935,

Dear Madam:
Your letter of June 12th, addressed to the City Council, in which you petitioned
the Council for a pension for ye,mr husband, upon the ground~ that he had served the City as
night watchman at the City stables fo~ ten years bsfore he became ~ncapacitated, was referred
tO me.
In reply I will say-that thee is no ordinance providing fQr a pension in such in-
silences and there is no ~opropriation to which any such allowance could be applied.
The only pensions allowed beyond those to Firemen and Policemen, which are provid-
ed for by law, were to two or three employees of the Street Department, who had served contin-
uously for ~oproximately thirty years, through a generation of continuous service to the City.
Should the ~ity adopt a policy of pensioning its employees, who have served for
ten years, the~pension roll would soon mount to a sum impossible.
I sincerely regret that the oircumstsnces do not Justify me in submitting to the
Co,moil a favorsfole recommendation.
Respecti~ully yours,

E. B. Hawks,
City Manager."

Motion of Mr. Stewar~ to concur in the action of ~he Oily Msm~ger, was adopted.
sale ~f iron tracks taken from ~i~h ~t., ~ud the money has been deposited to the General Ac-
oount."
Notion of ~r. Oast that this money together with ~he $95,99Q.00 received from
the Virginia Electric & Power Company, be placed in a special fund, was lost, and by the fol-
lowing vote:

A~ves: Cast, Fox - 2.
Nays: Brooks, Hutehins, Stewart - 3.

3rd During the past six months, the amount of money expended within the City,
by F.E.R.A., amounted to $19~,128.77, while the amount for' which the City received credit, as
having expended, was $7,568,91, of which $3,500.00 was in cash.
Owing to a lack of material, the work accomplished during that ~eriod was
not of a nature requiring e~y skilled labor outside of ~.E.R.A. forces, nor was there much in
the wsJ of equi~men~ required. However, there are, among the projects now under way and pond-
