October 18th, 193J5_, = Motion of Mr. Hutchins to declare November llth a holiday and to acceot with thanks the invitation of the Post to the Armistice Day Celebration, was adopted. The School Board submitted their budget for 1936 and same was referred to our 1936 Budget. Compensation Report of Treasure~, Commissioner of Revenue and Commonwealth At- torney, was approved. Clerk. On motion adjourned. President. Portsmouth, Va., October 22nd, 1935. At a regular meeting of the City ~ottucil, held October 22nd, 1935~ at 8:00 P.M., there were present: Vernon A. Brooks. Leslie T.Fox, W.R. Hutchins, S.B. Eoore, J. Alden J. R. Stewart, City Eanager. Minutes of regular meeting held October 15th were read end approved. The Committee appointed to present resolutions of respect on the death of Dr. Hugh F. Parrish, presented the following resolutions, which were, on motion of Mr. Cast, adopted: "WHEREAS, an All-Wise Providence has removed from among us our esteemed friend and co-worker, Dr. Hugh F. Parrish, who .has for years occupied a prominent place in our community, maintaining under all circumstances a reputation ttutarnished and above reproach, AND WHF~M~S, In the death of Dr. Hugh F. Parrish, Portsmouth has sustained the loss of one of its m~st worthy citizens, ~ud one who was recognized for his strength of character and sound Judgment~ NOW, THEREFORE~ Be it r~solved by the Council of the City of Portsmouth~ that we sincerely regret and deplore the untimely demise of our friend and co-worker, whose high place in the eomm-~ui~y will be difficult to fill. He leaves us a clear record of unselfishness and sn outstanding,example of splendid character and good citizenship. BE IT FURTHER RESOLVED, that these resolutions be made a part of the records of the Co~&ucil of the City of Portsmouth ~d that an engrossed copy be sent ~he bereaved family. Eckford, who presented the follow- ing communication and spoke in favor of same: "It is my belief that you gentlemen of the Council, when you adopted a ~200.00 license tax for boxing clubs, were unaware that you would thereby work a hardship on such clubs mud, in effect, tax them doubly. In thefurther belief that such was not your intention, and that you are ready end willing to remove all unjust or inequitable taxes, the following facts are pre~ented:
