The following letter was read, and on motion, the seme was received and filed
for future reference:

~in the recent interviews between members of t~e City_Council and representatives
of the Portsmouth Education Association, the members of'the Council made it clear that funds
from the City would not be available during the coming year to restore any of the salary cuts
received by teachers since 1932.
The teachers, no~vever, received the impression that members of the Council had
their interests at heart and would be glad to restore at least a oar~ of. the cut, if it should
be possible to do so.
The only oossibi!ity seemed to lie in additional school appropriation which
may be made by the State ~uring 193~. The Portsmouth Education Assoeiation is disappointed to
learn that the City Council has voted unanimously to close this avenue by retaining the "re-
fund" clause in the appropriation to the School Board for 1936.

Very respectfully yours,

at $2.50 each,

Nina R.

Bill of J. Shirley Hope, State Game Warden,
amounting to $265.00, was read.

Frey, Secretary.u

for destroying 106 tagless dogs

Motion of Mr. Fox to authorize the City Treasurer to.pay same from funds in her
from collection of Dog taxes', was adopted.

The following letter was read:

"To my as~nishment, I received a bill several days aec from the City License
Inspector for $53.55 for 1935 License for operating my School of' Dancing, located at 316 King
St., City. I was entirely ignorant that a license was reguired for teaching dancing classes
in this City Inaem~ch'~s I did not have a license for 193~ and Miss Betty Sadler, who taught
in my presen~ studio during 1933 and 193~ did not have one~either. Upon inquiring at the Li -
cerise Inspector's'office, I learned that dancing schools were cla~sed as places of amusement
and were required by law ~o have a license in o~der t~o operate°
If I had a public dance hall where adults came to dance for amusement and re-
creation, I would not object to this tax. But, since I do not have a public dance hall for the
amusement of adults, on the other hand,~ f am engaged in an educational program for the purpose
of teaching children the Art of Dancing,'I do not regard this form of ~axation Just. I am cer-
tain that if the parents of my pupils thought that my dancing school was just a place of amuse-
merit and was not of material benefit to their children, they would neverhave sent them to me.
May I remind you that dancing has recently been recognized by many schools in
this State? William & Na~y Coll~ge requires it in their Bachelor of Science course of Physical
Education in the public'grade schools of Portsmouth and in Woodrow Wilson High School both
folk and tad dancing ar~ in their curriculum. It certainly ranks along with music, art, elocu-
tion, or drsmatic arts in ~he educational development of the child. Inasmuch as the teachers
of these arts and the teachers of private schools and kindergardens are no~ reGuired to have
licenses, I do not consider it just that dancing schools be required to have them.
-Upon consideration of this matter, gentlemen, I am sure that you wlll agree
with me that d~cing schools should not be classed as places of "amusement" and be required to
have a license.
I will sincerely appreciate your consideration and any action you may take
on this matter at your earliest convenience.
Respe0tfully yours,

Linda Young,
316 King St.,
Portsmouth, Va."

be amended by

Motion of Mr.
stri~iug out the

Fox.that the eighth paragraph~ Section
word USchools~, was adopted.

License Tax O~dinance,

The Compensation report for December, of theCity Treasurer, Commissione~ of
Revenue and Commonwealth Attorney, were approved for paymest.

The report of the Compensation Board of theState~ on the salaries of the
Treasurer, Commissioner of Revenue and Commonwealth Attorney, they being the same for 1936 as
for 1935, was received and ordered filed.

Report of WiPe Jordan & Company for auditing the ferries' books and accounts
for November, 1935, was.received and ordered filed.

On motion adjourned.

President.

City Cle~.
