<br />J. Alden Cast, J. R. Stewart, City Manager.

<br /> Minutes of regular meeting held March lOth, were read and apprOVed.

<br /> The Special Committee on the Virginia Electric & Power Company tax matter
<br />reported progress.
<br />
<br />- NEW BUSINESS -
<br />
<br />The following letter was read:
<br />
<br /> "During the 1934 'Personal Property Assessment', I was boarding with my mother-
<br />in-law, with no personal property. I was ezToneously assessed for the amount of Three Hun -
<br />dred ($300.) Dollars, for household furniture and fixtures.
<br /> Eight dollars f~y five cents ($$.45) was Vne amount of tax I had to pay in
<br />order to obtain my license. I was told at the Collector of Revenue'e office to apply to the
<br />City Council for a refund of my money.

<br />On motion, same was referred to the Olty Attorney.

<br />The following letter was read:
<br />
<br /> "We, the undersigned property owners and merchants engaged in business on the
<br />west side of Crawford.$treet, ~tween High St. and Columbia St., desire to bring to your at -
<br />tention the condition of the pavement in the center of this street. This pavement is so
<br />rough and~broken that it is a constant threat to the endurance and safety of the automobiles
<br />and trucks that have to make use of this street. We pay quite a large sum into the Treasury
<br />of the City, in real estate taxes and licenses for doing business, and feel that we are en -
<br />titled to relief from this intolerable condition. We do not think that the cost would be
<br />very much to' place a smooth coat of some kind of material over this rough pavement in order
<br />to give us the relief requested. Ne therefore earnestly ask that you comply with our very
<br />reasonable request, amd give us this much needed improvement in the near future.
<br />

<br /> Motion to refer to the City Manager, was adopted.
<br />
<br /> Bill of J. ~hir~ey Hope, State Game Warden, for destroying 109 taEless dogs
<br />at $2.50 each, amounting to $~7~.50, was received.
<br />
<br /> Motion of ~r. Fox, authorizing the Treasurer to pay same from .funds in her
<br />hands from collection of Dog Taxes, was adopted.
<br />
<br />The following. Order of Court was read:
<br />
<br /> #VIRGINIA:
<br /> At the Court of Hustings for the City of Portsmouth, held on the l~th day
<br />of March, 1936.
<br /> It appearing to the Court that Deed Book No. 4 in the office of the Clerk
<br />of this Court, covering ~he years 1~66 to 1~69, is. in a deplorable condition, being badly
<br />mutilated and worn, some pages torn and parts thereof missing, and the paper by reason of age
<br />has become rotten and crumbles with use:
<br /> The i~ curt pursuan~ to. Section 5980 of the Code of Virginia does hereby
<br />direct the Cler~ to cause said Deed Book No. 4 to be transcribed and rebound, in the manner
<br />as needed, under the supervision and direction of said Clerk, and the same faith and credit
<br />shall be given to such transcript as the book transcribed would have been entitled to;
<br /> And pursuant to Section 5982 of the Code of Virginia it is ordered that
<br />the cost of said wer~, including the supervision by the said Clerk, not'to exceed the amount
<br />allowed by law to the Clerk for recording ~nd/or copying, shall be a charge against the City
<br />of Portsmouth and certified to the Council of said City for payment; And it is fumther or -
<br />dered that a copy of this Order be transmitted to said City Council.
