The following letter was read: <br /> <br /> "I respectfully request on behalf of myself and family and other residents of <br />West Park View that, un~er~the.provisions of Section ~lh5 of the Code, you establish a separ- <br />ate election district in Marshall Ward which shall .be composed of so much of-said ward as is <br />commonly called "West Park View". <br /> Being physically separated from Park View by an arm of Scott's Creek, its bo~u- <br />dary lines may be readily determined. <br /> This section is far removed from %he voting precinct as now located; it i~ eom- <br />posed of some three hundred ~residences, nearly all of which are owned by their occupants; <br />largely due-to the growth of West Park View in the las% few years, the number of voters parti- <br />cipating in an election in MarShall Ward has increased to such an extent that, not only an ex- <br />c~p%ionaL burden has been put on the election officials, bu~ a hardship is smffered by %he vot- <br />ers, especially the women, on account of having to wait an undue length of time their .turn to <br />vote; this is especially applicable to the residents of West Park View on account of the dis - <br />tance between them and the polls. <br /> Eot the r~eas-o:~ stated and others obvious to %his honorable body, the eaid ap <br />p~lican%s are much int6rest6d in the disposition of their request. <br /> <br /> Respectfully, <br /> <br /> R. Triplett.-" <br /> <br /> In connection with the above lea%er, Mr. Hutchins offered the following ordi- <br />n~nce, which was placed on its first reading: <br /> <br /> "AN ORDINANCE TO ESTABLISH TWO ELECTION DISTRICTS IN <br />5~RSF_ALL WARD, AND PRESCRIBING THE BOUNDARIES THEREOF AND THE <br />VOTING PLACES THEREIN." <br /> <br /> An invitation from the Commandant of the Norfolk Navy Yard, inviting ~the Coun- <br />cil to the la~uuching of the U.S.S. Downes, Wednesday, April 22nd, 1936, at 9:30 A.M., with <br />ticke~s to the viewing stsnd and to the reception to Miss Sarah 'Fairfax Carlys!e Downes, was <br />read. <br /> <br />on motion, the invitation was accepted with thanks. <br /> <br /> The Compensation report of the Treasurer, Commissioner of Revenue and Common- <br />wealth Attorney, was received, and on motion of Mr. Fox, approved for payment. <br /> <br /> Repor~ of W.~. Jordan & Company on auditing the books ~ud records of the Nor- <br />folk Co,~uty ~erries for February, 1936, was ~eceived and ordered filed. <br /> <br /> Motion of Mr. ~ox: "That we petition the AlcoholDc Beverage Control Board, <br />that they close the beer parlors in Portsmouth at l:O0 A.M. on week nights mud all day on <br />S " ' <br /> ~mdays, was adopted. <br /> <br />On motio~dJou~ned. <br /> <br />City Clerk. <br /> <br />President. <br /> <br /> <br />
