<br /> Minutes of regular meeting, held April 147h, were read and approved.
<br />
<br /> The following communication from the City Manager was read:
<br />
<br /> "4,600.00 due the C~ty, under the Byrd Law, for construction or re-oonstruo-
<br />_tion, based on $500.00 per mile, on 9.2 miles of highways within the City, will be used on
<br />Gosport Road, west of Fourth Street. Plans for this have been approved by ~he Highway Gem -
<br />mission.
<br /> The money will no~ be available until July 1st.
<br />
<br /> In order that the work may proceed without unnecessary delay, I recommend
<br />that the $4,600.00 be appropriated from the General Fund, to be returned to the General Fund,
<br />when the remittance is received from the Highway Commission."
<br />
<br /> Motion of Mr. Stewart to lay the appropriation of $4,600.00 on the table un-
<br />til next meeting, was adopted.
<br />
<br /> The Ms~ager reported progress on the petition to pave west side of Crawford St.
<br />between High and South Streets.
<br />
<br />- UNFINISHED BUSINESS -
<br />
<br />The following ordinance, laid on table at last meeting, was ~ken up and read:

<br />"AN ORDINanCE TO ESTABLISH TWO ELECTION DISTRICTS IN M.~RSHALL
<br />WAB~AND PRESCRIBING THE BOUNDARIES THEREOE ~D THE VOTING
<br />PLACES THEREIN".

<br />In connection with the above ordinance, the Manager presented the following
<br />
<br />"Virginia ~ode - Page 148, Para~raph 155:
<br /> 'The Council of a City shall establish for each ward, as many
<br /> election districts as it may deem necessary and a voting place
<br /> in each district (but so that there shall not be less than one
<br /> election district for eve~- one thousand voters, ~or fractionsl
<br /> part t~ereof above five hundred).'
<br /> West Park View, using the Creek as a dividing line, has
<br /> 200 voters.
<br /> If the middle of Armstrong Street is used as the dividing
<br /> line, there are 2~ ~oters.
<br /> If the middle of Elm Avenue is used as the dividing line,
<br /> there are 382 voters.
<br /> There is a vaoan~ store on A Street, between Elm Avenue
<br /> and Armstrong St., which may be a suitable voting place.~

<br /> On motion of Mr. Stewart, the said ordinance was adopted, ~d by the follow-

<br />The following letter from the Alcoholic Beverage Control Board was read, and
<br />
<br /> "I have for acknowledgment your letter of April 16th, in which you quote res-
<br />olution adopted by the City Council on April lGth, 1936, requesting that "beer parlors" in
<br />Portsmouth be required to close at l:O0 A.M., on week nights and all day Sunday~
<br /> In the matter of special closing hours, the Board has adon~ed the following
<br />policy: Such action to be taken following requests of this nature by City ~nd Town Councils
<br />or County Boards of Supervisors, together with law enforcement officers of a community and an
<br />investigation by the Board conducted as a result of such petitions reveals that such restric-
<br />tions are in keeping with the sentiment of the majority of the citizens of the locality.
<br /> In view of the foregoing, I Would sugges~ that the ma~ter be brought ~o the
<br />attention of the Commonwealth's Attorney and Chief of Police of your ~ity, in order that the
<br />petition may be completed, after which, investigation will be undertaken by the Board."

<br />
<br /> Bill of J. Shirley Hope, State Game Warden, for destroying 112 tagless dogs
<br />at $2.50 each, amounting to $280.00, was read.
<br />
<br /> Motion of Mr. Pox authorizing the Treasurer to pay same from funds in her
<br />hs~ds from collection of Dog taxes, was adopGed.
<br />
