<br /> URealizing the urgent necessity for finding some other source of revenue
<br /> _than real,estate taxation to increase the revenue of the Gity, and to
<br /> relieve the serious tax burden.now existent, I wish to offer the follow-

<br /> con~act a reputable engineer, to ascertain the expense of
<br /> a thorough and exhaustive study, looking to the establish-
<br /> ment of a municipal electric light and power plant.
