.At a regular meeting of the City Council, held Nay 26th, 1936, at g:O0 P.M., <br />there were present: <br /> <br />Vernon A. Brooks, Leslie T. Pox, J, T. Hanvey, W. R. Hutchin$, $.B..Noore, <br />J.RoStewart, the City Manager. <br /> <br />Minutes of regular meeting, held Nay t2th, were read and approved. <br /> <br />The following communication from the City Manager was read: <br /> <br /> ~This is to ~dvise you that a fire of undetermined origin, on May 15th, badly <br />damaged the Armory. <br /> The extent of the damage has not yet been determined, but when it is, further <br />report will be submitted." <br /> <br />On motion, ss~e was ordered filed. <br /> <br />The f~liowing communications from the City AttOrney were read: <br /> <br /> let - uIn reference to the letter of She Old COlony Dai~Products, requesting <br />a refund of $56.00 on license taxes paid for 1934 and 1935, I find that this Company was as- <br />sessable with the merchant's license and is not entitled to the refund. Ice cream dealers <br />under the license tax ordinance are permitted to sell wholesale only and if they sell at re - <br />taiL, they are charged an additional merchant's license. ~nis Company is e~idently confused <br />with the State law which does not prohibit the City from placing an additional tax when sales <br />are made at retail.~ <br /> <br />on motion ordered filed. <br /> <br /> 2nd - ~In reference to the communication of Mr. Lonnie Eartin, referred to me <br />at your last meeting,.I, find that the City Council passed a resolution on ~arch 9th, !931, of- <br />fering a reward to any citizen who will furnish evidence that will lead to the conviction of <br />anyone who wantonly destroys the property of o~hers. That Mr. Lonnie Martin, who d~ives a <br />United States mail truck, discovered a man in the building ~n Court St., next to the Post of- <br />fice, destroying property, He rode around to the Police Station. and notified Substitute Of - <br />fleer Pollary. Officers Pollary. and L. A. Broughton went to the building and discovered a man <br />disconnecting and breaking up the radiators and arrested him, and he was later convicted in <br />the Police Court. Considerable damage had been done to the property, and I think it is proper <br />to pay the reward,u <br /> <br />Motion of Mr. Hutchins ~o concur in the Attorney's recommendatlon~ was adopted. <br /> <br />- UNFINISHED BUSINESS - <br /> <br />The ~ollowing ordinance, laid on table at last meeting, was taken uo and read: <br /> <br />"AN ORDINANCE AL~THORIZING THE ISSUANCE OF THIRTEEN TEOUSAND DOLLAB. S <br />OF BONDS OF THE CITY OF PORTSMOUTH, VIRGINIA, TO BE KNOWN AS FIRE <br />APPARATUS BONDS FOR THE PURPOSE OF PURCHASING FIRE ENGINES AND <br />OTHER NECESSARY FIRE APPARATUS FOR THE CITY, NAKIN~ PROVISION FOR <br />THE PORN OF SAID BONDS FOR THE PURPOSE OP PURCHASING FIRE ENGINES <br />AND OTHER NECESSARY FIRE APPARATUS FOR THE CITY, ~IAKING PROVISION <br />FOR THE FORM OF SAID BONDS AND FOR THE PAYMENT THEREOF., <br /> <br />vote: <br /> <br />On motion of Mr. Stewart, said ordinance was adopted, and by the following <br /> <br />Ayes: Brooks, Fox~ Hanvey, Hutchins, Moore, S~ewart. <br />Nays: None. <br /> <br />up and read: <br /> <br />The following o~linance, placed on first reading, at last meeting, was taken <br /> <br />,AN OPJ)INANCE REPEALING AN ORDINANCE ENTITLED ~AN ORDINANCE AUTHO- <br />RIZING THE ISSUANCE OF THIRTEF~N THOUSAND DOLLARS OP BONDS OF THE <br />CITY OF PORTSMOUTH, VIRGi~IIA, TO BE KNOWN AS FIRE. APPARATUS BONDS <br />FOR THE PUP~OSE OF PURCHASING FIRE ENGINES AND OTHER NECESSARY <br />FIRE APPARATUS FOR THE CITY, MAXING PROVISION FOR THE FOP. Shirley Hope, Sta~e C~ume Warden, amounting to $237.50, for destroy- <br />ing ninety-five dogs at $2.50 each, was read, and on motion, the Treasurer was authorized to <br />pay same from funds in her hands, from collection of Do~ Taxes. <br /> <br /> The following letter was read, and on motion of Mr. Hutchins, referred to the <br />City Attorney: <br /> <br /> <br />
