<br /> I recommend the establis~hment of a Social Service Bureau, within our De-
<br />partment of public Welfare, and under direct supervision and control Qf the Director of the
<br />Department of ~ublic Welfare~ and in accordance with the plan outlined hereinabove.
<br /> That the Council ad~ot the accompanying ordinance and proposed resolution
<br />amd authorize the City Manager, Director of Public Welfare and City-Clerk to do what may be
<br />necessary ~c consummate and ma~.e operate, the proposed Social Service Bureau.
<br /> Tha~ $10~3.00 of the Alcoholic Beverage Control Funds be appropriated
<br />rot the purpose, from the 1938 anticipated funds, when received, after~uly let, 1936.~

<br /> On motion of Mr. Fox, recommendation of the Manager was approved, and appropria-
<br />tion of $10,473.69, for said purpose, was placed on first reading~
<br />
<br /> In this connection, on motion of Mr. Oast, the following ordinance was placed
<br />on first reading:

<br />"AN ORDINANCE CREATING A BUREAU OF SOCIAL SERVICE".
<br />
<br /> 3rd - "A project has been approved by the Works Progress Administration, for
<br />culverts and pipe line drains in various sections of the City, aggregating an expenditure of
<br />$51,301.50 of FederalFUnds, and $Y~491.00 of City funds.
<br /> It is estimated t_hat there will be a balance of A.B.C. funds of approxi-
<br />mately.$3,991~O0, after the sum necessary for the Socisl Service. Bureau is provided.
<br /> If this balance is used for the project above referred to, there will
<br />still remain an additional $3,500.00 to be provided.
<br /> Therefore, I recommend an appropriation, at this time, of $3,500.00 from
<br />the money received from the Virginia Electric & Power CO~pany, and that $3,991.O0 of the
<br />fund~ be appropriated when the money is received, after July 1st, in order tha~ work on this
<br />project may proceed."

<br /> On motion of Mr. Pox, recommendation of the Manager was approved and an appro-
<br />priation of $3,500,00 from money received from V.E.P. Company and $3,991o00 from A.B.C. funds,
<br /> when money is received, after July lst) was placed on first reading.

<br /> ~th - The City Manager presented the following resolution, which was adopted
<br />by She Armory Commission of Virginia on the 12th d~y of June, 1936, and a telegram received
<br />by him from the Adjutant General of Virginia:

<br />RESOLUTION UNANIMOUSLY ADOPTED BY THE ARMORY COMMISSION OF VIRGINIA
<br />AT A MEETING HELD IN THE OFFICE OF THE GOVERNOR ON FRIDAY, JUNE 12th, 1936:
<br />
<br /> "WHEP~EAS, the Armory Commission of Virginia is advised that the
<br />Council of the City of Portsmouth is desirous of constructing an ar-
<br />mory in the City, in which two of the National Guard (or of the Naval
<br />Militia) of Virginia may be housed and ~rained; and
<br /> WHEREAS, ~he Al~nory Commission is desirous of having the said
<br />Armory constructed and to ~hat end is willing to co-operate with the
<br />said City of Por~smouth~ Virginia, by contributing to the said City of
<br />Portsmouth the sum of Twelve Thousand ($12,000.00) Dollars, ~o assist
<br />in defraying the cost of the said Armory;
<br /> NOW, THEREFORE, be it resolved that the Armory Commission of ~
