Moore, J. Alden Oast, <br />J. R. Stewart, City Manager. <br /> <br />Minutes of regular meeting held July 28th, 1936, were read and approved. <br /> <br />The following communications from the City ~uager were read: <br /> <br /> Ist- ~i attach hereto a communication from the Junior AMoassadors, request- <br />lng the refund of $30,00, paid for the use of the City Auditorium-on July 17th, this occasion <br />being a dance to raise money for the Milk and Ice Fund. <br /> I am reliably informed that the entire net proceeds were applied to <br /> w~_~cn sponsored the dance received no part of <br />the Milk and Ice Fund s.ud that the orgs_uization "~ ' <br />the proceeds. ~ therefore~ recommend the refund as requested~ ~ <br /> <br />Motion of Mr. Fox to concur in the Manager's recommendation was adopted. <br /> <br /> 2nd - ~I quote, below, ~ communication which I received from the Chief of <br />Fire Department, ttuder date of July 6th~ <br /> ~Ny department is in serious need of 5~900 feet of 2~s <br /> hose. This hose is needed to give each company a change. <br /> The two l~OOO gallon capacity engines carry t,EO0 <br /> feet in reser~e for a cha~uge. <br /> The four 750 gallon capacity machines carry 1,OO0 <br /> feet in each hose body and should have 1,OOO feet in re- <br /> serve for change. <br /> All compmuies are short of hose as follows, excepting <br /> No. 6. This is the only company having a change of first <br /> <br />class hose. <br /> E~g. Co.No. ! .... 700 feet <br /> <br /> ~t ~ ~h .... 2,000 !~ <br /> ~ " " ~ .... 800 <br /> <br />the <br /> <br /> Total .... 5~900 feet <br /> The hose on No. 4 Engine is full of pine holes <br /> and liable to burst at any time'. <br /> Having in mind the City's f~uancial condition, my first impulse was to <br />defer the matter for the 193Y budget. <br /> Should there be no serious fire, the Department can get along very well <br />the balance of this year, wish the hose now on hand. However, as no one can foresee what may <br />happen between now and January, I feel that the responsibility is too serious for me to as - <br /> <br /> I have ~d a further conference with the Chief, ~ud he feels th&t he <br />can make out with 2,OOO feet now ~ud await the 1937 budget for more. Under the circumstances, <br />I recommend an appropriation of $2~100. for fire hose. <br /> <br /> M~tion of Mr. Stewart to lay sn appropriation on table until next meet- <br />ing, was adopted. <br /> <br /> 3rd ~Craford Place ~ud Eliz~oeth Place~ purely residential dis - <br />triers, are within the fire zone. There ~opears to be no necessity for this district to be <br />within the prescribed fire limits. <br /> The Building Inspector has communicated with me as follows, on <br />the subject: <br /> ~Craford Place and Elizabeth Place are s~rictly <br /> residential neighborhoods, and the fire limits which were des- <br /> ignated prior Zo 1923, no doubt anticipated that this water <br /> front property would develop commercially. Instead, this pro- <br /> perty was platted for residential purposes and the type of <br /> houses which have been built will insure its remaining as such <br /> for another generation or more. Fire zones are set to include <br /> the business ~nd commercial district of a city end the adja - <br /> cent blocks which would constitute a menace to it. Craford <br /> Place is one-half mile from High tt~, ~ud could not be consi <br /> dered a threa~ Zo the business district. <br /> The present code permits dwellings built of brick <br /> Fencer on frame~ or stucco on frame in the fire limits ~ud we <br /> can not see our way clear to issue a permit for a strictly <br /> frame dwelling. However, I do not see that we are accomplish- <br /> lng muy real purpose in refusing to allow this dwelling to be <br /> erected in this particular neighborhood. <br /> I will recommend that the Council allow this con- <br /> struction by special permission, or change the fire limits so as <br /> to exclude the two residential developments known as Craford <br /> Place and Elizabeth Place. The Chief of the Fire Prevention Bu- <br /> reau, Cs.pt. thannon~ concurs with me in this.~ <br /> <br /> I recommend an amendment to the <br />elude Eli z~oeth Place and Craford Place from the Fire District, <br />d~ration~ the accompanying caption,~ <br /> <br />ordinance, which will e~ <br />and submit for your conei- <br /> <br /> <br />
