<br /> Minutes of regular meeting held August llth, 1936, were read and approved.
<br /> The following communications fr~m the City Manager were read:
<br />
<br /> 1st - #Mr. Louis T. Xlauder, with two assist~u~s, Mr. Herbert $. Henderson and
<br />Hr. Louis T. Klauder, Jr., arrived in Portsmouth, Monday morning, August lyth, and proceeded,
<br />promptly, wi~h the work of gathering information and accamulatlng data, preparatory to the
<br />Municipal Light and Power report, to be submitted later.
<br /> These gentlemen have been assigned working quarters in the office of the
<br />Water Department and Mr. Davis is co-operating and doing what he can to facilitate this work.
<br /> The City Attorney has advised Mr. Xlauder that the City may, legally,
<br />establish an electric light and power plan~ and facilities for supplying current.
<br /> Mr. Louis Klauder has returned to Philadelphia, leaving Mr. Henderson
<br />and Mr. Klauder,. Jr., who will be here a few days longer. It is estimated-that the report
<br />should be ready for presentation in December.#
<br />

<br /> 2nd - "On August t3th, the Carpenter Construction Company was advised of the
<br />appropriation of $3,8??.88 made on'August llth, for settlement of th~ balance owing in connec-
<br />tion with the recent paving of Hi~ Street, and that the figure Fas based upon figures submit-
<br />ted by the Engineers of the State Highway Commission.
<br /> Under date of August 15th, 1936, the following reply was received:
<br /> 'Acknowledging your letter of the 13th, regarding
<br /> settlement of our claim, we advise that we can not
<br /> accept ~he figure mentioned. We evidently will have
<br /> to resort to court action to settle the matter.

<br />On motion filed.

<br /> 3rd m "On April 14th, last, Mrs. M.O. Williams, Director of the Family Service
<br />Association, was authorized to contract bills for the months of April, May and June, to the
<br />aggregate of $2,000.00, with the understahding that the money would be appropriated from the
<br />Alcoholic Beverage Control funds, when reeeived, after July 1st.
<br /> Inasmuch as the f~mds have now been received, I recommend that the ap -
<br />propriation of $2,000.OO.be made."
<br />
<br /> On motion of Mr. Fox, the recommended appropriation of $2,000.00 was placed on
<br />its flirst reading.
<br />
<br /> %th - "In the practical operation of the S~cia! Service Bureau, credits will ac-
<br />crue ~o the General Fund, from expenditures, by the City, for certain wetfare purposes. The
<br />credits will be determined by the Department of Public Welfare of RicD~ond, and will not be
<br />made until after ~three months of operation.
<br /> To take care of the situation in the meantime, without the necessity of
<br />a speelal appropriation, I recommen~ that the Auditor be authorized to make such transfers
<br />from appropriations for~rmrlal of' paupers, gratis prescriptions and Kings Daughters Hospital,
<br />as the needs of the B~reau may require.? ·
<br />
<br /> Motion of Mr. Hutchins to concur in the Manager, s recommendation was adopted.
<br />
<br /> 5th - "For your information, I wish to report that a cheek from the Alcoholic
<br />Beverage Control Board, for the sum of $"23,096.~1, was received on August 22nd, representing
<br />the City's sb~re in such funds, for the year ended June 30th, 1936.
<br /> The following tabulation shows the appropriations already made and to be
<br />made against the fund, an~ the balance remaining:
