At a special meeting of the City Council, held August 31st, 1936, at 8:00

<br />Vernon A. Brooks, Leslie T. Fox, J. T. H~nvey, W. R. Hutohins, S.B. Moore,
<br />J. Alden Oast, City Manager.
<br />
<br />The following call was read:
<br />
<br /> "Please a~tend a special mee$ing of the City Council, in the Council Chamber,
<br />on Monday, August 31st, at 8:00 P.M., to consider:
<br /> 1st - An appropriation of ~,000.O0 to the Family Service Bureau.
<br /> 2nd o An appropriation of?~,000.00 for purchase of fire hose.
<br /> 3rd - Any other business that may properly come before the body.
<br /> By Order of the President.

<br /> Minutes of regular meeting, held August 25th, 1936, were read and approved.
<br />
<br /> The recommendation of the 0ity Manager for an appropriation of $2,000.00, to
<br />pay bill of the Family Service Association for Aoril, May and June, laid on ~able until this
<br />meeting, was taken up and read. '
<br />
<br /> Motion of Mr. Fox to appropriate $2,000.00 for said pui~oose was adopted, and
<br />by the following vote:
<br />
<br />Ayes: Brooks, Fox, Hanvey, Hutchins, Moore, Oust - 6.
<br />Nays: None.
<br />
<br /> Recommenda$ion of the City Manager, for the pu~hase of 4,000 feet of 24" fire
<br />hose, to cost $$,400.00, shipment to be made promptly ~nd billed January let, 193Y, laid on
<br />table until ~his meeting, was taken up~ and in this connection, the following letter f~om the
<br />City Manager was read:
<br />
<br /> "In reference to ~he purchase of ~,000 teet of fire hose, reported and dis-
<br />cussed in ~he last meeting of the Council, I requested bids, by wire, f~om ~ou~ manufacturer-
<br />ers and up to the present time, I have received only three.
<br /> The hose may be purchased upon tercas of prompt shiDmen~, billed as of January
<br />1st, 193Y, at 60 days net, less 2% for cash in ten days.
<br /> Inasmuch as it is desirable to defer the payment until 193~, I recommend
<br />~he matter be refe~ed $o the incoming Oouncit, under whose ¢on~rol will rest the items to be
<br />included in the 1937 budget."
<br />
<br /> Motion of Mr. Moore to concur in the recommendation of the City Manager, as
<br />contained in his letter of August 31st, was adopted.
<br />
<br /> The following communication f~om the City Manager was read:
<br />
<br /> "Attached hereto is the bill of Mr. Wm. G. Mauoin, for $200.00, for profession-
<br />al services in connection with the proposed free bridge acro~s the southern branch of the
<br />Elizabeth River.
<br /> When the Oouncil authorized the committee to incur ~he indebtedness, no appro-
<br />priation was made. I therefore recommend that an appropriation of $200.00 be made, for the
<br />paymen~ of this bill."
<br />
<br /> Motion of Mr. Moore t_hat an appropriation of $200.00 be made, for said purpose,
<br />was adopted, and by the following vote:
<br />

<br />Nays: None.
<br />
<br /> The following communication from the City M~uager was read, and on motion,
<br />filed:
<br /> "In the matte~ of a petiZion of residents of Queen st., between Fifth and Ninth
<br />Aves., for a -hard-surface pavement on that part of Queen St., and referred to me at the last
<br />meeting of the 0ouncil, I wish to report that there is no 0ity appropriation available for the
<br />wo~k, and Shat ~he surface treatment of s~reets, which .bas been carried on for the last year
<br />or more, has been done under a W.P.A. Project, in which the expense, except supervision and a
<br />proportionate part of the material cost, has been borne by the Federal Government. That the
<br />W.P.A. Street Surfacing P~Ject is now in its last stage of completion, and no othe~ streets
<br />may be added.
<br /> There are many miles of unpaved dirt streets within the City, consequently de-
<br />mands for paving are coming in from all quarters. Therefore~ when another W.P.A. project is
<br />made available, those streets to be i~o~uded in the program should be considered in the order
<br />of their importance as traffic arSeries, and their relation to traffic arteries.
<br /> It does not appear practicable to surface-treat the street in question, at this
<br />time; however, it should be given due consideration in ~ny future hard-surfacing progrsm which
<br />the City may undertake."
<br />
<br />The following letter was read:
<br />
<br /> "The Suburban Investment Company has owned a vacent lot on the east side of
<br />Pearl Street, between theS.A.L. Railway right of way and Queen St., for the last eleven years
<br />and during this time we have received no revenue 'f~om same.
<br />
