<br />The following communications, from the City Manager, wePe read:

<br /> 1st ~lAs a matter of information, I wish to.report that Mr. L.T. Kiauder,
<br />Consulting Engineer of Philadelphia, was employed on August 5th, last, to make a comprehen -
<br />sive survey in the matter of a municipal light and power plant for this City.
<br /> Among the items to be included in the survey and report are:
<br /> 1. Analysis of present light and power rates.
<br /> 2.-Study and audit of municipal lighting costs.
<br /> ~ Rehabilitation of street lighting system.
<br /> Possibilities of local Dower generation.
<br /> ~ Economics of purchased power (municipal distribution).
<br /> Tentative design of municipal power generating plant.
<br /> ~. Estimated.cost of municipal power-distribution system.
<br /> ..schedule of municipal system operating charges.
<br /> 9. Contemplated revenues, competitive operation°
<br /> lC. Co-ordination of power generation and.water pumping.
<br /> ll. Pumping plant operation analysis.
<br /> ~tr. Klauder~s work will cover all engineering services and expenses
<br />involved in the conduc~ of the survey and in the presentation of his report. He will pre -
<br />sent the report, personally, to the Council, and explain, and go into such discussion as may
<br />be deemed advisable.
<br /> The cost of this work will be $3~500.00, which amount has already
<br />been appropriated.
<br /> I am now in receipt.of a letter from Mr~ Klauder, dated August 31st,
<br />in which he states that the report will be completed early in December."

<br /> On motion, ordered filed.

<br /> 2nd - "Twelve thousand dollars of thirty year School Bonds, issued in 1906,
<br />will fall due on October let, of this year.
<br /> ! recommend that the Si~king FundOommission be requested Zo retire the
<br />bonds at maturity."

<br /> Notion of ~r. Hutchins to concur in the Nar~ger~s recommendation, was 'adopted.
<br />
<br /> 3rd - ~Under date of June 9th, 1936, I reported to the Council that a settle-
<br />ment with the insurance comoanies, for fire damage to the Armor~y, had been effected andthat
<br />a check for-$9,1~O'.73 had b~en received by the City.
<br /> I now recommend that the said $9,140.73 be appropriated for use in the
<br />construction of a new Armory, as proposed in an act of the Co~ncil, which is already a matter
<br />of record.
<br /> A donation from the State Armory Commission, of $12,OO0.O0,for the pur-
<br />pose, has been rece~ived, and the money is on deposit in the American National Bank.
<br /> A petition for an outright grant of $36,000~OO, for the same purpose,
<br />is now pending with theI%deral Works Progress Administration.
<br /> The cost of the A~mory Building lento approximate ~60,000.00. The work
<br />will not be started until after the $36,000.00 grant is assured."

<br /> Notion of Nr. Fox that the requested appropriation be laid on the table until
<br />next meeting~ was adopted.
<br />
<br /> ~th - ~The City's asphalt distributor, which was purchased, second-hand, from
<br />Norfolk County, six years since, is now in its eleventh year of service and is reported by the
<br />Engineering Department to be in very bad condition. Breakdowns cause ever recurring loss of
<br />time and added expense. Being an old machine, its controls are primitive and wasteful of ma -
<br />terial.
<br /> Recent models have been greatly improved and have motor-driven control
<br />which regulates, accurately, the flow of asphalt and oil, consequently are economical in oper-
<br />ation.
<br /> In addition to asphalt surface-treatment and penetration work, the ma-
<br />chine is used for the distribution of oil on dirt streets.
<br /> For the past ~wo years, an arrangemen~ with the Navy Yard has been en-
<br />Joyed, whereby refuse bunker oil is given to the City, without charge. In years past, before
<br />this arrangement, the City has spent as much as $1,300.00 for oil, in one year~s time.
<br /> The extensive yardage of asphalt surfacing, which the City now Dms to
<br />maintain, makes a good asphalt distributor one of the most important pieces of equipment in
<br />the operation of the Department. 'The best price, under competitive bides which has been se
<br />cured, is by Tyree Jones Company, at $2,500.00.
<br /> The old distributor has been used extensively on F.E.R.A. andW.P.A.
<br />work, consequently a par~ of the cost of the new machine should be charged against the Relief
<br />Account, in which there is a balance of $1,000.00 available ~or this purpose.
<br /> Arrangements may be made for the remazning $!,500,00 whereby that
<br />amount may be paid in January, 1937~
<br /> I therefore recommend the purchase of the distributor upon terms where-
<br />
