<br /> At a Regular Meeting of the City Council held on
<br />Tuesday, February 27, 1996, there were present:
<br />
<br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons,
<br />James C. Hawks, James T. Martin, Cameron C. Pitts, P. Ward
<br />Robinett, Jr., Ronald W. Massie, City Manager, G. Timothy
<br />Oksman, City Attorney.
<br />
<br /> Vice Mayor Clemons opened the meeting with prayer which
<br />was followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Webb called the meeting to order and welcomed all
<br />in attendance.
<br />
<br /> Motion of Mr. Clemons, and seconded by Mr. Robinett, to
<br />approve the minutes of a Called Meeting on February 12, 1996;
<br />a Regular Meeting on February 12, 1996; a Called Meeting on
<br />February 13, 1996; and a Regular Meeting on February 13,
<br />1996, and was adopted by unanimous vote.
<br />
<br />96-73 Proclamation presented to Rev. Ronnie Northam, Sr.
<br />and Rev. Joe Fleming for "African American History Month".
<br />
<br />96-74 - Presentation of special pins to newly appointed
<br />Boards and Commissions members.
<br />
<br />96-75 - Non-Agenda Speakers
<br />
<br />1. Carol Barrett, 615 Race Street, spoke on permanent
<br />relocation of Washington Park residents.
<br />
<br />2. James Lassiter, 508 Powhatan Avenue, spoke on the
<br />Waterview causeway.
<br />
<br />3. Gilbert Ronco, 13 W. Roberts Court, spoke on the noise
<br />generated by 18-wheeler trucks making deliveries near his
<br />home.
<br />
<br />4. Paul Forehand, 517 Patrick Street, spoke on the Watervlew
<br />
<br />5. Louis Whitehead, 4415 County Street, spoke on the
<br />Waterview causeway.
<br />
<br />6. J. Brewer Moore, 308 Bobby Jones Drive, spoke on the
<br />Hampton Roads Utility Billing System (HRUBS) for
<br />consideration with the upcoming budget.
<br />
<br /> Motion by Mr. Hawks, and seconded by Mr. Pitts, to
<br />suspend the rules of order to complete the Non-Agenda
<br />Speakers, and was adopted by unanimous vote.
<br />
<br />7. Louis Turner, 127 Oregon Avenue, spoke on code enforcement
<br />concerns for the neighborhood of Oregon Acres.
<br />
<br />8. Raleigh Harsley, 2124 Peach Street, spoke on zoning
<br />problems in his neighborhood.
<br />
<br />9. Lloyd Beasley, 3186 Reese Drive, spoke on the Waterview
<br />causeway.
