<br /> "I am writing to explain my condition to you Christian-hearted men of Ports-
<br />mouth. I hate 'to do this, but I amforced to do something. Ey husband has been employed in
<br />your city, or rather with the Allied gills for three years. We have been living in ?ortsmouth,
<br />Virginia~ for some over twelve months. Last February, my husband' s health went bad. Ne was
<br />not able to. work for some time. Then the Company passed that e~ch employee had to pass a doc-
<br />torls exaM~ %nation._ :Of course he failed. Then he was~ thr~own out of a Job, so he goes to the
<br />relie~.' And then ~ did mysel~f. They won't give him anything to do. This Ers. N.O.Wil!Iams
<br />gave us a few orders for food. She wonit certify him so they can give him any work. One man
<br />in the relief said he could give him something to do, if she would do that~ but she won't do.
<br />She claims he ~had to be here one year, then she said two, then she said three, but school
<br />principals and a 'lawyer and everybody else says one year then we are a citizen. Understmnd,
<br />he worked here three years, and do you think one woman _should have suc~ a way to say who can
<br />work and who can't work when the State of Virginia and the Government has furnished money to
<br />keep people from getting hungry. I~ looks like it should be as many as three an~vway, to say
<br />who should go h~ug~r~~.
<br /> NOw, gentlemen, I have three small children I have no food for them. Ers.
<br />Williams now has cut the orders off. She has been letting me have. She only gave us $3.00
<br />per week for five head in fsmily. Now they say they will .do no more. I wonder if the good
<br />citizens tha~ furnish the money wottld think that this is rite. No, I know none of you won't
<br />think it i~ rite. I ask her for work, but she would not give it to me. I am here~ three small
<br />children, and nothing ~o ea~, Now, good people, is there not something you can do to help me
<br />out some way to see that we get some help as they have refused to give us another order for
<br />food. When the State and Government of the U.S.A. is doing their part.
<br /> Now, gentlemen of the Council, I am replying to you first for help. I mean
<br /> what you can do. i know you can help. If I don~t get no helo ~t once, I will be compelled to
<br /> go to ~-ov. perry of Va. and President Roosevelt for hetp~ I~ I don't get treated rite, me and
<br /> my husband about this relief work, and so. me help for food to keep my children f~om hungry, I
<br /> shall report my case to them. I shall wait for a reply from you, or some help one; if I don~t
<br /> hear from you or get no food within the next few days, I shall have to do something. I hate to
<br /> see my kids hungry. I would have come to ~ee instead ~write, but I had nothing to ride with
<br /> and wasn't able to walk. Hope to get some help soon~

<br /> "Resolved that the ~ity Collector be instructed to
<br />notify, at once, each person owing delinquent taxes, of the,
<br />action Of the City Council, September 22nd, 1936~ in reliev-
<br />ing delinquen~ taxes from penalty, interest and other ac -
<br />crued costs, until the fifty day of December, 1936."
