Your City Manager will receive, Within a few days, a copy of the program, <br />which will include the~following topics: <br /> (1) The PWA and WPA programs - securing approval of projects, fi- <br /> nancing the city's share, meeting maintenance costs/ and <br /> the future of both programs. <br /> (2) How can cities finance relief after the ~ederal GOvernment <br /> withdraws? <br /> (3)Principles ~o be followed in setting up a modern personnel <br /> system for city employees. <br /> O~her important matters ~o be discussed Ln¢lude: Handling strikes,methods of <br />paying for special improvements, relations between council ~nd manager, procedures in refund- <br />ing debt, in service training for city employees, parking meters, control of slot machines and <br />gambling, and advisability of employees belonging to trade unions. <br /> It is the experience of councilmen and managers alike that attendance at these <br />meetings proves of great value to their cities.
